According to a report from the Prime Minister, the Management Board of the Hanoi Urban Railway Project stated that the project’s overall progress is currently over 77%, with the elevated section from Nhon to Kim Ma reaching 99.7%; expected to be operational in June 2024.
The underground section has reached a progress of about 40%, and the contractor is focusing on accelerating the construction of the underground stations to soon start tunnel boring in the second quarter of 2024.
Underground Station S12 is the deepest among the 4 underground stations of the metro line, with a 3-level basement design, and the deepest point is 35 meters below the road surface. The remaining underground stations have only 2 levels, with a depth of 29 meters. Underground Station S12 is currently located on the “critical path”; if the progress is delayed, it will delay the entire project.
At the construction site, the Prime Minister exchanged with representatives from Hanoi City, the Management Board, the contractor, foreign experts, engineers, and workers regarding the project implementation.

The Prime Minister commended the contractors for their clear understanding of the importance of the project to Hanoi, as well as the project’s current situation. From there, they are urged to determine their responsibilities, increase manpower and machinery to work during the Lunar New Year.
The Prime Minister stated that the project has been extended, so the Government is very concerned about speeding up the progress to prevent further delays, as longer delays will increase costs and reduce investment efficiency.
Regarding the quality, the Prime Minister believes that the geology in the project area is relatively complex, requiring research to address related issues. In addition, due to the narrow construction site, safety and environmental sanitation must be ensured during construction, as well as scientifically and reasonably calculating the work.
According to the Prime Minister, Vietnam does not have much experience with metro projects, so it is necessary to hire foreign consultants and contractors. Therefore, it is hoped that foreign parties will pay attention to technology transfer and training to improve the quality of human resources.
The Prime Minister also requested closer collaboration and greater efforts from consultants, designers, and contractors to work continuously, tirelessly, with a resolute spirit, aiming to deploy more labor and machinery during holidays and festivals with the mindset of “overcoming adversity, conquering challenges”, “3 shifts, 4 teams”, “utilizing every opportunity, prioritizing rest”; “only discussing work, not setbacks”.
The Government, relevant agencies, and Hanoi City will continue to pay attention, resolve difficulties, and promote the project.
The Prime Minister sincerely inquired about the work, life, thoughts, and desires of the officials and workers at the construction site. He welcomed their work spirit and expressed the desire for them to strive to perform better and faster in order to make up for the lost progress due to the COVID-19 pandemic and other reasons but emphasized that safety must be a top priority.
