Resolution 01/NQ-CP on the main tasks and solutions for implementing the Plan on socio-economic development and state budget estimate for 2024 recently issued by the Government highlights the priority of promoting macroeconomic growth and stability. Resolution 01 sets a target of GDP growth in 2024 from 6 – 6.5%.

Every year, the Government issues Resolution 01 to clarify the priorities in directing, managing, and assigning specific tasks to each ministry and locality. The Government’s resolution emphasizes 6 priorities in guiding, managing, and 12 groups of tasks and solutions to be implemented in 2024 to achieve the set goals of socio-economic development.

In particular, Resolution 01 includes many solutions aimed at removing difficulties for businesses and promoting production and business activities. Accordingly, the Government will continue to review and improve the regulatory framework, laws, mechanisms, and policies associated with enhancing the effectiveness and efficiency of law implementation; promoting streamlining and simplification of administrative procedures and business regulations.

In addition, the Government will review and improve mechanisms, policies, regulations, and laws, focusing on removing difficulties and obstacles to ensuring stable, healthy, and sustainable development of all types of markets, especially the corporate bond market.

The Government’s directive to remove difficulties for businesses

It can be seen that many priorities in guiding and managing in 2024 of the Government aim to create a business environment that is transparent, favorable, and eliminate barriers for businesses to overcome difficult periods, make breakthroughs, and contribute to overall growth.

According to Minister of Planning and Investment Nguyen Chi Dung, Resolution 01 was advised, drafted, and submitted to the Government by the Ministry of Planning and Investment (MPI) early on so that ministries, sectors, and localities can proactively implement it.

Minister Nguyen Chi Dung emphasized that ministries, sectors, and localities need to be determined, focused, and quickly implement the key tasks and solutions of 2024 with the spirit of “Resolute responsibility, proactive and timely action, accelerated innovation, sustainable effectiveness.”

Leaders of the MPI emphasized that Resolution 01 clearly assigned the implementation tasks to Ministers, Heads of central agencies, government agencies, Chairpersons of provincial People’s Committees.

Accordingly, before January 20th, agencies need to develop and issue programs, action plans, and specific documents of ministries, sectors, and localities to implement this Resolution. “The MPI will lead and coordinate with the Government Office and relevant agencies to urge, monitor, and inspect the implementation of this Resolution,” Minister Nguyen Chi Dung said.

From the perspective of experts, Dr. Nguyen Quoc Viet, Deputy Head of the Institute of Economic and Policy Research (VERP), said that 2024 is a year of acceleration, breakthrough, and holds special significance in successfully implementing the 5-year socio-economic development plan for 2021-2025.

According to Mr. Viet, Resolution 01 has set out specific groups of tasks and solutions. The most important thing is that ministries, sectors, and localities should get to work from the beginning of the year with clear plans and action programs. Each task should have a specific responsibility address for checking, supervision, and evaluating the quality of completion.

The expert believes that it is very important to quickly deploy and develop action plans for 2024. To do this well, leaders of agencies need to be resolute, take advantage of each day to implement the tasks.

One of the key tasks is removing difficulties for businesses. Dr. Nguyen Quoc Viet believes that ministries need to urgently review and communicate with businesses to identify bottlenecks so as to effectively resolve them. He noted that there is a need to directly address the existing problems in order to truly motivate businesses to overcome difficulties and boost production and business activities.

Dr. Le Dang Doanh, former Director of the Central Institute for Economic Management, said that the MPI, in its role as the leading agency, should coordinate with the Government Office and related agencies to urge, monitor, and inspect the implementation of the Resolution, in order to have the closest assessment and reporting to the Government.

Mr. Doanh emphasized that implementation is always weak and in 2024, efforts need to be made to address this in order to achieve the goals of economic and social growth. The expert also noted that mechanisms and policies need to be improved to create a legal framework and basis for officials and public servants to carry out their tasks, overcoming the current situation of “fearing responsibility, avoiding, and pushing back.”
He also highly appreciated when many groups of tasks and solutions of the Government aim to remove difficulties for businesses and create favorable conditions for production and business activities. According to Mr. Doanh, if implemented effectively, Resolution 01 will be a force, an important “key” to open doors to promote growth in 2024.

Many businesses highly value the issuance of Resolution 01 and trust that the Government’s actions and directions will bring about more positive changes for the entire Vietnamese economy in general and the real estate market in particular in 2024.
Especially, when public investment projects continue to be promoted, many social housing projects will be implemented, it is expected to support the real estate business to overcome difficulties.

The Ministry of Industry and Trade announced that the ministry has also issued an action program to implement the Government’s Resolution 01. The program also aims to successfully complete the tasks assigned by the Government to the trade industry in 2024.

In the program, the Ministry of Industry and Trade assigns specific tasks to units under the industry. Specifically, it focuses on effectively implementing substantive restructuring of the industry associated with growth model innovation, enhancing internal capacity, improving competitiveness, promoting rapid and sustainable development. Ensuring stability of the industry’s major balances. Improving the efficiency of financial management and innovation of enterprises, effectively restructuring investment activities.

At the same time, continue to review and improve the regulatory framework, laws, mechanisms, and policies associated with enhancing the effectiveness and efficiency of law implementation; promoting streamlining and simplification of administrative procedures and business regulations.

To ensure effective implementation and achieve the goals, the Ministry of Industry and Trade assigns specific tasks to Vice Ministers, units under the Ministry, Departments of Industry and Trade of provinces and centrally-run cities, and corporations and businesses under the Ministry.
