According to the statistics of Binh Duong province, in January 2024, the province continued to implement the follow-up projects of 2023 such as: Component project 6 – compensation, support and resettlement of Belt Road 3 section through Binh Duong province; improving the water environment of Binh Duong province; the wastewater collection system of Dinh Hoa Planned Area; dredging and reinforcement of Cai Stream from Tho Ut bridge to Dong Nai River; upgrading and expanding DT 746, DT 748, DT 747A; construction of a northern bridge across Dong Nai River (Bach Dang 2 bridge); construction of an access road to Dong Nai River flyover (Bach Dang 2 bridge); An Phu 2 Primary School; upgrading the district medical center of Phu Giao; the district administrative center of Bac Tan Uyen; the district sports and fitness center of Di An (B).
In addition, Binh Duong is preparing to implement some new projects in 2024 according to the plan.Â
Liberating the land for Ho Chi Minh City – Thu Dau Mot – Chon Thanh highway
With this project, the section through Binh Duong province starts from Belt Road 3 (in Thuan An City) and ends at the border between Binh Duong and Binh Phuoc (at Km52 +247 according to the project’s route). The total length is over 45.6 km. The highway is designed with a speed of 100 km/h, a first-class transportation project.
In terms of the route, Ho Chi Minh City – Thu Dau Mot – Chon Thanh highway starts from Belt Road 3 – Ho Chi Minh City and runs along DT 743, DT 747 to Khanh Van bridge (Khanh Binh ward, Tan Uyen City). Then it turns left and separates from the current road, goes through Men Suoi Cai and parallel to DH 409 (Tan Uyen City).
Subsequently, the highway intersects with DT 747A at Cong Xanh gate (Tan Binh Township, Bac Tan Uyen District), runs parallel to and intersects with DT 741, intersects with the northward road of Bac Tan Uyen – Phu Giao – Bau Bang, goes to An Long commune (Phu Giao district) and reaches the border of Binh Phuoc province (Bau Bang district, Binh Duong).
Preparation time, land clearance and construction are scheduled from 2023 – 2027. The land area to be used is about 322.5 hectares. Ho Chi Minh City – Thu Dau Mot – Chon Thanh highway is implemented under the PPP project type: construction – business – transfer (BOT).
The total investment capital of the project is over 17,408 billion VND. Of which, the participation capital of the State of about 8,530 billion VND is allocated from the central and local budgets (including all costs of land clearance, construction support costs, etc.). The mobilized capital from investors is over 8,878 billion VND (of which 70% of the capital is borrowed from banks).
The main east-west route
The main east-west route is a arterial road, connecting from Di An City to National University Village of Ho Chi Minh City. This is also the intersection that connects District 9, Thu Duc through Di An City. The length of the route is about 3 km, through 3 locations: Dong Hoa ward, Binh An ward, and Binh Thang ward; connecting National Highway 1K and 1A. The total investment capital is over 729 billion VND.
On July 26, 2023, the Provincial People’s Council of Binh Duong issued a resolution to adjust the investment scale for the Main East-West Route project, from National Highway 1A (Ben xe Mien Dong new) to the junction with National Highway 1K, adding the connecting section from the end of the project scope (between the Main East-West Road project and the Expanded Hanoi Boulevard project (phase 2)) to the existing Hanoi Boulevard; complete investment in lighting system, signage… from the provincial budget. Adjust the project implementation time from 2018 to 2025.
Liberating the land for Belt Road 4 of Ho Chi Minh City from Thu Bien bridge – Sai Gon River
Belt Road 4 from Thu Bien bridge – Sai Gon River has a length of about 48 km, with a total investment capital of about 18,247 billion VND. Previously, Binh Duong province announced plans to start construction of this route in 2024.Â
The project includes two components (land clearance and construction), implemented under the PPP method; taking place from 2023 – 2026. The project implementation locations are in Bac Tan Uyen district, Tan Uyen City, Thu Dau Mot City, and Ben Cat Town.
The expected route, scale, and starting point of the route are at the connection point of Belt Road 4 of Ho Chi Minh City with Thu Bien bridge at the border of Thuan Tan commune, Bac Tan Uyen district. The end point of the route is in the area in front of Phu Thuan bridge, An Tay commune, Ben Cat Town.
The high-speed road is designed with a speed of 100 km/h; first-class transportation project.
Construstion of Saigon riverside road from Ba Lua canal to An Son port, Saigon riverside road phase 3
According to the urban plan of Thuan An City, the riverside road connects from Ba Lua bridge (Thu Dau Mot City) to Vinh Binh bridge (adjacent to Ho Chi Minh City), with a total length of the entire route over 13 km. The project to renovate and upgrade the riverside road that passes through the area is one of the major projects carried out by Thuáºn An City.
The section from Binh Nham canal to the border of An Son port (belonging to Binh Nham ward and An Son commune) has a length of 2.2 km. The total estimated investment for this section is 1,463.85 billion VND. Including construction costs of 159.66 billion VND and land clearance costs of 949.32 billion VND. The project is scheduled to be implemented in the period 2026-2030.
The second section, from An Son port to Ba Lua canal (belonging to An Son commune), has a length of 2.1 km. The total estimated investment for this section is 1,389.17 billion VND.
The third section, from Gia Long street to Vinh Phu 40 street (belonging to Lai Thieu ward and Vinh Phu ward), has a length of 1.8 km. The total estimated investment is 1,483.68 billion VND.
The section from Vinh Phu 40 street to the junction with Vinh Binh bridge (belonging to Vinh Phu ward) has a length of 3.9 km. The total estimated investment is 1,693.61 billion VND. Including compensation and site clearance costs of 950 billion VND; construction costs of 333.04 billion VND.
Upgrading and expanding An Binh road and connecting Son Thanh overpass
The Son Thanh intersection project and upgrading An Binh road with a total investment capital of over 5,300 billion VND is expected to be invested to reduce traffic congestion at the gateway of Binh Duong.
The Son Thanh intersection is a bridge over the railway and connects the Doc Lap Boulevard with An Binh road. At this location, there will be a branch road connecting to National Highway 1A towards Son Thanh Overpass and Linh Xuan.
The project has a total investment capital of over 3,800 billion VND, of which land compensation and site clearance account for over 2,400 billion VND (Binh Duong contributes over 1,900 billion VND, the remaining amount is contributed by Ho Chi Minh City). In order to implement the project, about 144 affected households need to be relocated.Â
The project to upgrade and expand An Binh road has a length of nearly 1.4 km, from Son Thanh overpass (Di An City, Binh Duong) to Pham Van Dong street (Thu Duc City, Ho Chi Minh City) with a total investment capital of over 1,700 billion VND. Of which, the part of the road in Binh Duong province is nearly 1.1 km long, with a total investment capital of over 1,500 billion VND. The total number of affected households is 170.
According to Statistical Yearbook 2022, Binh Duong is the province with the highest average income per capita in the country, averaging 8.07 million VND per month, nearly twice the national average. The province also has a population growth rate of 6.41%, the highest in the country. Binh Duong has the highest population growth rate in the period 2017 – 2021.
In addition to being an industrial province with the highest population growth rate in the country, the population density in Binh Duong is 1,025 people/km2, ranking 7th in the country after Ho Chi Minh City, Hanoi, Bac Ninh, Hung Yen, Hai Phong, Hai Duong, and Nam Dinh.
Binh Duong is considered the “industrial capital” of the Southeast region, so it urgently needs to develop infrastructure, especially transportation, to quickly transport goods to the port.
