Inspection by the Government Inspectorate reveals a series of violations

The Government Inspectorate has identified some limitations, shortcomings, and violations regarding the 54-hole Yen Thang Lake Resort and Sports Complex project.

According to the Government Inspectorate, the 54-hole Yen Thang Lake Resort is one of the projects with limitations, shortcomings, and violations in terms of planning, such as: approving incorrect scaling, not adjusting general planning, planning targets not suitable for higher-level planning or construction standards; projects with an area of ​​over 5ha but without a detailed plan of 1/500, not arranging social housing.

The Government Inspectorate also found that the Yen Thang Lake Resort project has limitations, shortcomings, and violations in determining land use history, land leasing, not determining additional land lease payments (adjusting detailed planning, increasing the floor area), late land rent payment, not adjusting land rent after the end of the stable 5-year period, exempting land rent.

At the same time, the project also identified violations in terms of construction order; slow identification of land rent prices, contract signing for land lease.

Re-determine land use history and land rent of the project

Based on the aforementioned inspection results, the Government Inspectorate recommends that the Prime Minister direct Ninh Binh Province People’s Committee to review and handle in accordance with regulations for existing projects with deficiencies in construction planning, such as: approving incorrect scaling, not adjusting general planning, planning targets not suitable for higher-level planning standards, construction standards; projects with an area of ​​over 5ha but without a detailed plan, without arranging social housing, not conforming to the granted permit for the Yen Thang Lake 54-hole Golf Resort project.

Along with that, review and determine land use history, land rent in accordance with the law, ensure accuracy, sufficiency, and no loss of state budget at the Yen Thang Lake 54-hole Golf Resort project. Specifically, determine the land use history area of ​​22.69ha, adjust the land rent price for an area of ​​90.99ha.

The Government Inspectorate also suggests reviewing and handling the slow identification of financial obligations, leasing contracts for some areas at the Yen Thang Lake 54-hole Golf Resort project.

At the same time, inspect and review the operation of villas, condotels in this project.

In addition, the Government Inspectorate also recommends that the Prime Minister instruct the State Bank (if necessary, coordinate with relevant ministries) to inspect and review the transfer, determine the transfer price of 66,842,700 shares (75% ownership) at PV-Inconess Fund Management Limited Liability Company from Vietinbank Fund Management Joint Stock Company to TCG Land related to the investment project of Dong Thai Lake Ecotourism Area and the Yen Thang Lake Resort and Sports Complex project.

The project on Yen Thang Lake 54-hole Golf Resort and Sports Complex is invested by PV-Inconess Investment Joint Stock Company with a total area of about 583ha, divided into 3 phases, and a total investment capital of 4,615 billion VND.
