On February 6, 2024, the Government Office issued a document number 874/VPCP-CN to the Ministry of Transport and the Ministry of Planning and Investment regarding the implementation of the Bien Hoa airport project.
According to the document, the Government Office proposes that the Ministry of Transport and the Ministry of Planning and Investment, based on the provisions of the Investment Law on public-private partnership, clearly request the People’s Committee of Dong Nai province as the competent authority to implement the project in accordance with Resolution number 154/NQ-CP dated November 23, 2022 of the Government as the basis for the People’s Committee of Dong Nai province to promptly carry out investment procedures and report to the Prime Minister before February 20, 2024; coordinate with the People’s Committee of Dong Nai province in the implementation process to ensure compliance with the regulations and assigned tasks.
At the same time, the Ministry of Planning and Investment, as the state management agency for investment in the form of public-private partnership, is assigned to provide opinions on the assignment of the People’s Committee of Dong Nai province as the competent authority for the implementation of the project in accordance with the provisions of the law, submit it to the Government Office before February 20, 2024 for synthesis and reporting to the Prime Minister.
Previously, on June 7, 2023, the Prime Minister issued Decision number 648/QD-TTg on the approval of the overall plan for the development of the national airport system for the period of 2021-2030, with a vision to 2050.
Accordingly, during the period of 2021-2030, 30 airports will be developed, including 14 international airports (including: Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, and Phu Quoc); and 16 domestic airports (including: Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Thanh Son, and Bien Hoa).
The vision for 2050 is to develop 33 airports, including 14 international airports (Van Don, Hai Phong, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, and Phu Quoc); and 19 domestic airports (including: Lai Chau, Dien Bien, Sa Pa, Cao Bang, Na San, Cat Bi, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Bien Hoa, Thanh Son, and the second airport in the southeastern part of the capital Hanoi).
The Bien Hoa airport and Thanh Son airport are planned to be dual-use airports.
In November 2023, the People’s Committee of Dong Nai province issued a decision to establish an investment and construction steering committee for the Bien Hoa airport to be developed as a dual-use airport according to the government’s plan.
According to the Civil Aviation Authority of Vietnam, the Bien Hoa airport currently has 2 runways and a flight service system. To operate as a dual-use airport, it needs to build additional terminals, upgrade the apron area for aircraft, as well as lighting and navigation systems to accommodate large commercial aircraft for takeoff and landing.

The Bien Hoa airport is expected to have a capacity of 5 million passengers per year during the period of 2021-2030, and aims to reach 10 million passengers per year by 2050, with an estimated investment cost of about 6,655 billion VND.
