Total investment is a substantial 422 trillion VND
This is the content emphasized by Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national and focal transport projects, at the 9th meeting of the Steering Committee.
During the meeting, reports and opinions on the evaluation of 2023 were discussed, and Prime Minister Pham Minh Chinh chaired 5 meetings of the Steering Committee and conducted on-site inspections of projects. He also issued many directives, circulars, and documents to resolve difficulties, and urged ministries, departments, and localities to implement their tasks.
In 2023 and January 2024, ministries, departments, and localities, especially the Ministry of Transport, actively coordinated and made efforts to implement and achieve many results in implementing projects.
Many difficulties and obstacles in some projects have been focused on solutions, such as the Ben Luc-Long Thanh expressway project (which had been delayed for years due to capital and contract issues and was restarted according to the plan), the T3 terminal project at Tan Son Nhat Airport (difficulties in land clearance), and the Long Thanh International Airport project (difficulties in selecting contractors and land clearance).
Preparation for investment in projects has been expedited, and many projects have been started, such as the East section of the North-South Expressway for the 2021-2025 period, the 3 East-West projects, the Ring Road projects in Hanoi and Ho Chi Minh City, the Tuyen Quang-Ha Giang highway, An Huu-Cao Lanh, and the Ho Chi Minh road section of Chon Thanh-Duc Hoa.
At the same time, many projects have also completed the approval of investment proposals, such as the Hoa Binh-Moc Chau, Huu Nghi-Chi Lang, and Dau Giay-Lien Khuong expressways, in order to continue the selection of contractors and start construction in 2024.
Many expressway projects have overcome difficulties in land clearance, construction materials, the Covid-19 pandemic, and extreme weather to be completed and put into efficient use, such as the 7 components of the Eastern North-South Expressway with a length of 412 km, the 23 km My Thuan-Can Tho expressway, and the 40 km Tuyen Quang-Phu Tho expressway.
In the implementation of new projects, provinces have mobilized forces to carry out land clearance, basically meeting the construction progress. Investors and contractors have made efforts to organize construction work, achieve or exceed the set plans, and the disbursement results of the projects have met or exceeded requirements.
During the first and second days of Tet, Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha inspected construction work during Tet and encouraged workers at 5 key projects in Hanoi, Ho Chi Minh City, Dong Nai province, and instructed to purchase goods at Tan Cang-Cai Mep in Ba Ria-Vung Tau province.
In his closing remarks at the meeting, Prime Minister Pham Minh Chinh emphasized that the implementation of important national and focal transport projects is difficult in terms of scale, objects, and scope, with a total investment capital of 422 trillion VND in 2024.
The implementation of these projects has faced many difficulties and challenges. Ministries, departments, localities, project management boards, contractors, consulting units, officials, workers, and laborers on project sites have made great efforts and achieved positive and highly appreciated results.
At the same time, the Prime Minister expressed gratitude to the people for agreeing, supporting, and endorsing the Party’s and the State’s major policies, giving up their land and homes for projects, changing their habits, professions, and livelihoods for the development of the country. 2024 is determined to be the year to accelerate the implementation of key transportation projects.
Speeding up the implementation of key transportation projects
Regarding the overall tasks, the Prime Minister emphasized that if we can disburse 422 trillion VND of investment capital for transport infrastructure projects in 2024, it will contribute to promoting growth, creating employment, generating income for the people, creating new development spaces for localities, regions, and the whole country.
If 2021-2022 was the period of initiation, preparation, and project approval, 2023 was the year of simultaneous implementation, and 2024 is determined to be the year to accelerate the implementation of key transportation projects.
The Prime Minister instructed ministries, departments, localities, members of the Steering Committee, project management boards, contractors, consulting units, supervisors, officials, civil servants, and workers involved in the projects to proactively and actively implement the tasks assigned to them.
“Where there are difficulties, they must be resolved; obstacles must be removed at the level where they occur; when facing difficulties, it is necessary to conduct inspections, urge, and sit down together to share, sympathize, find solutions, and not hesitate to spend time on this work,” said the Prime Minister.
All relevant entities and individuals must actively coordinate closely, effectively, and handle their assigned tasks according to their authority, perform tasks with the focus and priority without evading or shifting responsibilities.
The Prime Minister also stated that corruption and negativity are strictly prohibited, and everything must be done with an open and transparent spirit, all for the common interests; avoiding the emergence of complex issues; strengthening inspection, examination, investigation, and handling of violations related to “hoarding, hiking prices” of construction materials for projects.
To effectively implement the set tasks, the Prime Minister emphasized that the most important thing is that we must proactively and actively carry out our assigned tasks, powers, and commitments to implement tasks with the spirit of “do and not retreat.”
