After reflecting a series of violations in the Housing Project in Hoan Son Village, Tien Du District, Bac Ninh Province, Chairman of the Provincial People’s Committee of Bac Ninh Nguyen Huong Giang has directed urgent strict handling of violations in construction order management at Hoan Son Housing Area.
“The People’s Committee of Tien Du District must seriously and urgently organize the implementation of inspections, to thoroughly handle violations in construction order management at Hoan Son Housing Area, Tien Du District, according to the proposal of Department of Construction in document No. 199/SXD-TTr on January 30, 2024, in order to ensure the safety of lives, protection of property and health of the people”, emphasized Chairman of the Provincial People’s Committee of Bac Ninh.
Previously, after several times of contacting Mr. Nguyen Trong Thinh, Chief of Office of the People’s Council – People’s Committee of Tien Du District in order to be provided with information about existing shortcomings in the Housing Project in Hoan Son Village, which is invested by Tu Tao and Phat Trien Nha Ha Noi Company, finally the reporter was provided with document No. 1752 about management, inspection, handling of construction violations against planning in Hoan Son Village (Tien Du District) by Mr. Nguyen Cong Ky – Vice Chairman of the People’s Committee of Tien Du District.
Currently, the current status of Hoan Son residential area has been implemented by the Investor with 234 (semi-finished) houses, some of which have been handed over to households for completion and living. The technical infrastructure of the project includes items such as foundation, road system, water supply and drainage system, lighting and power supply system, domestic power system… It has been built for a long time but has not been regularly maintained and repaired.
“Because the project has been implemented for a long time, there is no basis for determining the initial goal of the project whether the investor has handed over the part of the technical infrastructure that the investor has invested in construction to return to the local management or not. The investor’s working process does not coordinate the supply of relevant documents regarding the project, such as design documents, approved estimate, completion dossier…” – the document stated.
In the process of implementing state management in the district for the Housing Project in Hoan Son Village, the People’s Committee of Tien Du District has directed several inspections and surveys of the construction situation of households in the project area. On January 6, 2022, at a working session with relevant departments and localities, the investor (Ha Noi Urban Development and Investment Corporation) was required to review, compile documents, assess the current quality of the works, continue to manage operations… However, until now, the investor has not provided related documents; has not implemented project management, construction order management within the project boundaries.
Regarding construction violations against planning in some villa lots of the project, according to the on-site inspection results, 5 villa lots have been converted into 4 six-floor buildings with about 115 rental rooms. At the time of inspection, according to the report of the housing management, there were about 140 people living here. The buildings have been equipped with fire alarm system, fireproof walls, portable fire extinguishers, but have not been inspected and accepted by the Fire Prevention and Fighting Police.
The inspection team has requested the homeowners to stop rental activities, post notices that the houses do not meet the fire safety conditions in front of the houses. The Hoan Son Village People’s Committee is required to regularly inspect and ensure fire safety and fire prevention and fighting at the project area.
