Prime Minister demands effective solutions for managing the gold market in Q1

Prime Minister Pham Minh Chinh has recently issued Directive No. 06, urging the implementation of key tasks after the Lunar New Year holiday in 2024.

In the Directive, the Prime Minister requested relevant ministries, agencies, localities, organizations, and individuals to immediately focus on handling their work after the Lunar New Year holiday. They should not delay, affecting production, business activities, and socio-economic activities, especially for tasks that have been delayed due to the holiday.

The Prime Minister assigned the State Bank of Vietnam to proactively, flexibly, timely, and effectively coordinate monetary policies, closely and harmoniously coordinate with an expanded fiscal policy, with a focus and concentration, and other policies to contribute to maintaining macroeconomic stability, promoting growth, controlling inflation, stabilizing the foreign exchange and banking system.

Conduct interest rate management appropriate to macro balances, inflation, and monetary policy goals, and continue to strive to reduce lending rates.

The Prime Minister also requested the urgent review of Decree No. 24 on gold business management. Propose effective solutions to managing the gold market in the new context, completed in the first quarter of 2024.

Regarding credit growth management in 2024 at around 15%, the Prime Minister required appropriate adjustments in line with macroeconomic trends, inflation, and capital demand for the economy.

“Continuously direct credit institutions to review, simplify procedures, loan documents, collateral assets, create favorable conditions for accessing bank credit, lower lending rates, ensure safe and efficient loan operations, and contribute to limiting black credit,” the Prime Minister emphasized.

The head of the Government also requested continued implementation of measures to deploy credit programs of VND 120,000 billion for social housing development loans, worker housing, renovation and reconstruction of old condominiums; VND 15,000 billion for the forestry and aquaculture sectors.

The Prime Minister assigned the Ministry of Construction to take the lead and coordinate with relevant agencies and localities to urgently organize a national conference on social housing in February 2024. Concentrate resources to complete and ensure the quality and progress of the requirements for guiding documents of the Housing Law (amended), Real Estate Business Law (amendment).

Disbursement of public investment capital is a political task

In the Directive, the Prime Minister ordered the strong and effective implementation of solutions to promote the disbursement of public investment capital from the early days and the first month of 2024. Considering this a key political task to create impetus for economic and social recovery and development, attached to ensuring quality, combating negativity, corruption, and wastefulness.

The ministries, sectors, and localities urgently allocate 100% detailed public investment capital of the state budget for 2024 assigned by the Prime Minister, ensuring compliance with the provisions of the public investment law and the Government’s resolutions.

Focus on promoting the progress of construction of important national traffic infrastructure works such as component projects belonging to the North-South Eastern Highway, Dong Dang (Lang Son) – Tra Linh (Cao Bang) Highway, Huu Nghi – Chi Lang (Lang Son), Hoa Binh – Moc Chau (Son La), Ninh Binh – Nam Dinh – Thai Binh – Hai Phong, projects to build 4 belts around Hanoi, Belt 3 of Ho Chi Minh City, Khanh Hoa – Buon Ma Thuot, Chau Doc – Can Tho – Soc Trang, Bien Hoa – Vung Tau, Tuyen Quang – Ha Giang, Long Thanh International Airport, T3 Terminal – Tan Son Nhat International Airport; 500 kV power transmission line, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)…

Accelerate the progress of investment preparation, investment decisions; establish, appraise, approve implementation design after basic design, select contractors to commence projects assigned as the implementing agencies, especially projects that are planned to allocate central budget revenue increases in 2023 and 2024.
