To ensure the progress of implementing the Land Law (amended) from January 1, 2025, Deputy Minister of Natural Resources and Environment Le Minh Ngan has requested units in the land sector (including the Department of Land, the Department of Planning and land resource development, the Department of Land Data and Information Registration) to focus on building implementing decrees.
During a working session with the leaders of units in the land sector on building implementing decrees for the amended Land Law, held on February 16, Deputy Minister Le Minh Ngan emphasized that to enforce the law, the Government assigned the Ministry of Natural Resources and Environment to develop 5 draft implementing decrees.
The draft decrees include: Decree detailing the implementation of the Land Law; Government decree on land prices; Government decree on compensation, support, resettlement when the State recovers land; Decree on basic land investigation; registration, granting land use rights certificates, property rights attached to land and land information system; Decree on administrative sanctions in the land sector.
So far, the Ministry of Natural Resources and Environment has developed 4 draft implementing decrees for the amended Land Law to collect opinions from ministries and localities, including: Decree detailing the implementation of the Land Law; Government decree on land prices; Government decree on compensation, support, resettlement when the State recovers land; Decree on basic land investigation; registration, granting land use rights certificates, property rights attached to land and land information system.
Recognizing the importance of building implementing decrees, Mr. Ngan requested the leaders of the Department of Land, the Department of Planning and land resource development, the Department of Land Data and Information Registration to focus on guiding specialists to review the provisions in the amended Land Law that the Government assigns to detail for guidance in the draft decrees.
In the process of building implementing decrees for the amended Land Law, the leaders of the Ministry of Natural Resources and Environment asked the assigned units to review and reduce administrative procedures to the maximum extent in the draft decrees, especially in the field of land registration and granting land use rights certificates; decentralize decisively to localities and handle referrals to create synchronization and uniformity in State management of land.
Mr. Ngan also noted that the Legal Affairs Department, the Inspectorate of the Ministry of Natural Resources and Environment should review the regulations in the draft implementing decrees for exchanging and commenting on the provisions to improve the quality of legal normative documents so that the law can take effect soon.
Earlier, at a meeting with the leaders of units under the Ministry of Natural Resources and Environment to implement the key tasks right from the first working day after the Lunar New Year holidays, on the afternoon of February 15, Minister Dang Quoc Khanh also emphasized that 2024 is determined to be the year of building the policy system.
Based on that, Mr. Khanh suggested that the assigned units make further efforts to complete the assigned tasks. Along with that, units should cooperate well to promote foreign affairs work, international cooperation to attract and make use of intellectual resources, experience, scientific and technological knowledge, finance,… to contribute to the sustainable development of the country.
