The Ministry of Home Affairs is striving to complete the proposed amendments to the civil servant law, the public employee law, the government organization law, and the local government law by October 2024. Among them, the salary content must be assessed correctly and fairly, creating motivation for officials and civil servants to strive.
In an exchange with the press, Minister Pham Thi Thanh Tra said that, along with institution-building, the Ministry of Home Affairs will improve policies to attract and employ talented individuals, continue to innovate the public service regime and civil servants’ regime. Accordingly, specific criteria, standards, regulations, structure, and appropriate proportions will be introduced for ministries, departments, and localities to have a basis for evaluating professional titles and studying promotion of civil servants.
Emphasizing the viewpoint on salary policies, Minister Pham Thi Thanh Tra believes that salaries must be assessed accurately and fairly, while also creating motivation for officials and civil servants.
“That includes individuals striving to become high-level experts. If they have the ability and conditions, we will pay attention to training, nurturing, planning, and appointing leadership positions. We must divide the paths instead of having everyone aim for leadership titles. We must consider the development of a professional civil service and a high-level expert team,” said the Minister of Home Affairs.
Salaries for high-level experts will be equivalent to those of the Minister and Deputy Minister, thus encouraging the expert team. We will establish a mechanism to hire high-level experts, attract and employ talents,” said the Minister of Home Affairs.
According to Ms. Thanh Tra, the Ministry of Home Affairs has been focused on planning and organizing the implementation of major Party policies in the field, as well as solving arising issues to ensure immediate requirements, objectives, tasks, and long-term strategies.
“Aware of the importance of coordination in implementing Government tasks assigned by the Prime Minister, the Ministry of Home Affairs always strongly urges ministries, departments, and localities to promote work progress and achieve results. Therefore, the coordination between the Ministry of Home Affairs and ministries, departments, and localities is maintained regularly, with timely exchanges and responses to suggestions and proposals, in order to create consistency and transparency in the process of organizing the implementation of tasks assigned with legal authority. Particularly, the resolution of inter-departmental issues has brought good results,” said Ms. Thanh Tra.
To improve the quality and efficiency of the sector, the Ministry of Home Affairs not only requires high determination, great effort, and strong leadership in directing and managing, but also needs to utilize all resources and promptly overcome obstacles. To achieve this, the leadership of the Ministry and the team of officials, civil servants, and workers must unite and stand together. If the internal unity is lost, everything will be lost,” emphasized the female Minister.
