The planning boundaries are located in the two communes of Diễn Trung and Diễn An (Diễn Châu district); to the north is the planned road N2 in the Southeast Economic Zone; to the south are Đền Cuông, Đặng mountain and Mộ Dạ mountain; to the east is the East Sea; to the west is the North-South railway.

The planning project consists of 4 functional zones. Specifically, the service support urban area covers an area of nearly 109 ha, with a population of about 13,350 people; it is oriented to become a densely populated urban area, targeting the affordable housing segment, and a supporting area to meet the accommodation and living needs of residents and workers in the industrial zones in the West and North of the Southeast Economic Zone.
The central urban and eco-residential zone covers an area of over 153 ha, with a population of about 6,700 people; it is planned to become an urban area combining urban public services and eco-residential areas.
The tourism and service urban zone covers an area of nearly 182 ha, with a population of over 8,000 people; it is planned to develop into a tourism and service urban area to exploit the potential of coastal tourism in the planned area.
The resort and sports tourism zone covers an area of over 242 ha, with a population of about 850 people; it is planned to become a regional resort and sports tourism center, based on the potential for coastal landscapes and diverse vegetation systems at the foot of Mộ Dạ mountain – where the An Dương Vương temple is located, with many mysterious legends and unique cultural and historical values; the project is expected to include a 36-hole golf course with modern infrastructure, catering to high-end customers and offering supporting facilities such as clubhouse, golf villa, resort…
