Interdepartmental meeting seeks solutions for key projects and constructions

The task force of the Ministry of Construction and the Ministry of Transport recently held a meeting to discuss ways to overcome difficulties and obstacles in the implementation of national key transportation infrastructure projects.

On February 19, leaders from the Ministry of Construction and the Ministry of Transport – Communication co-chaired a meeting to implement tasks according to the requirements stated in Official Dispatch No. 02/CĐ-TTg dated January 9, 2024 by the Prime Minister regarding the removal of difficulties and obstacles related to construction unit costs, construction material supply for national key traffic projects.

In order to effectively implement the proposed solutions, the Ministry of Construction and the Ministry of Transport – Communication have agreed to establish a working group to synchronize the directives of the leaders of the two ministries with seriousness and urgency to overcome difficulties and obstacles in the implementation process of national key traffic projects.

The working group held its first meeting on February 6, 2024 (27th day of the Lunar New Year) to determine the composition and tasks of the working group in order to successfully accomplish the tasks stated in Official Dispatch No. 02/CĐ-TTg dated January 9, 2024 by the Prime Minister.

The second meeting of the working group took place on February 19 at the headquarters of the Ministry of Construction, co-chaired by Deputy Minister of Construction Bui Hong Minh and Deputy Minister of Transport – Communication Nguyen Duy Lam. The working group reviewed and evaluated the work progress and proposed recommendations to the leaders of the two ministries for the implementation of the main tasks in the coming period.

Specifically, for the Ministry of Construction, the organization will seek opinions from relevant ministries, sectors, localities, and related units on tasks such as finalizing the draft Decree amending and supplementing Decree No. 12/2021/TT-BXD dated August 31, 2021 regarding the issuance of construction unit costs based on the review results of the working group in order to submit to the Ministry for issuance under its authority.

Cooperating with the Ministry of Transport – Communication to focus on completing and issuing the necessary standards for the investment process of constructing national key traffic projects, such as standards for mortar coordination, estimated costs for cable-stayed bridge construction work, dredging work standards, etc.

Supplementing guidelines for survey methods, determining the prices of construction materials and equipment for construction project cost announcements at the local level.

Researching and proposing specific criteria to distinguish between professional-grade and specialized unit costs to clarify the responsibilities and authorities of specialized construction management ministries and localities in the issuance of professional-grade and specialized unit costs.

Collecting, analyzing, and evaluating the determination and announcement of labor costs at the local level, proposing solutions to address recommendations and feedback on labor cost announcements that do not align with market prices.

Coordinating with the Ministry of Transport – Communication to inspect the cost management of construction investment, construction contract management in some Project Management Boards under the Ministry of Transport – Communication that are assigned as investors for national key traffic projects.

Coordinating with the Ministry of Transport – Communication and localities to collect, evaluate, and propose timely solutions to overcome difficulties and obstacles in determining the prices of construction materials at mines under the special mechanism of the National Assembly and the Government.

Monitoring and grasping the difficulties and obstacles in the management of construction investment costs, construction contract management in order to promptly amend and supplement legal documents according to authority or report to competent authorities for the amendment and supplementation of legal documents (if any).

For the Ministry of Transport – Communication, focusing on reviewing and completing specialized and specific unit cost files within the authority of the Ministry of Transport – Communication, submitting opinions to the Ministry of Construction before issuance under its authority.

Urgently directing project owners, project management boards, consulting units, contractors, and businesses together with localities to review the current unit cost system, propose to relevant ministries and sectors, and submit to the working group the inappropriate unit costs, missing unit costs, and unit costs that need to be supplemented in the first quarter of 2024. The working group will review and propose competent agencies to consider the issuance of new construction unit costs, amendments, and supplements under its authority based on practical principles, ensuring honesty, objectivity, transparency, compliance with the market, and avoiding waste in construction investment.

Proactively coordinating with local authorities, project owners, consulting units, contractors, and businesses to promptly identify difficulties and obstacles in determining the prices of construction materials at mines under the special mechanism; reporting to the Ministry of Construction and the working group in order to monitor, urge, and provide opinions to competent levels, promptly overcome difficulties and obstacles.

Focusing on directing Project Management Boards, project owners, consulting units, contractors, and businesses to actively coordinate with state management agencies in reviewing and grasping difficulties and obstacles in the management of construction unit prices, prices of construction materials exploited at mines, and establish and manage construction contracts under the special mechanism. At the same time, the working group will monitor the coordination, synchronize, and effectiveness of these activities.

For other ministries, sectors, and localities, the working group will continue to closely coordinate with them to effectively and promptly implement the tasks set out in Conclusion No. 22/TBLT-BXD-BGTVT; Announce the construction price index, the price of construction materials, labor cost unit prices, and machine prices to ensure completeness, transparency, compliance with market prices, and legal regulations.

The leaders of the two ministries have agreed on the content to be implemented and assigned the tasks to the two co-heads of the working group who are directly responsible for guiding the construction of implementation plans, assigning responsibility to each deputy and team member in order to implement them promptly, for the assigned deadline and in accordance with the given requirements.
