The completion of the $2.5 billion highway connecting two super small provinces to a centrally governed city is on the horizon

A new road, measuring over 16 km in length, is soon to be completed in the province of Ha Nam. This road will connect the Hanoi-Hai Phong and Cau Gie-Ninh Binh highways, providing seamless access to the 23 km stretch of road in the neighboring province of Hung Yen. This ambitious project aims to improve connectivity and facilitate smoother travel between these key areas.

The road connecting two highways, Hanoi – Hai Phong (with a total investment of about $2 billion) and Cau Gie – Ninh Binh highway (with a total investment of about $400 million), has been completed and opened to traffic.

The road has a length of 47.7 km, spanning two provinces Hung Yen and Ha Nam, with a total investment of nearly VND 4,500 billion. This project is divided into two phases: Phase 1 invests in a 2-lane road, with a roadbase width of 12m and a road surface width of 11m, which has been completed and put into operation in 2019; Phase 2 invests in expansion with a 4-lane motorway scale.

According to the plan, in the future, this road will be upgraded to a highway and play an important role in economic development, aiming to become the central city of both provinces. Currently, Ha Nam has an area of ​​862 km2 (the second smallest in the country, only slightly larger than Bac Ninh) and Hung Yen has an area of ​​926 km2 (the third smallest in the country).

In which, phase 2 (component I, through Hung Yen province with a length of 23.8 km) started construction in November 2021 and was opened to traffic on December 30, 2023. The road has a total investment of VND 1,400 billion, invested by Hung Yen Department of Transport and constructed by Xuan Truong contractor. In phase 2 (component II, through Ha Nam province), the project started construction in December 2021, with an estimated construction time of about 20 months. The road has a length of 16.5 km with a total investment of over VND 700 billion,

The project has a starting point connected to the Nam Dinh – Phu Ly road (section BV Bach Mai base 2, near Lien Tuyen intersection). The end point is connected to the Thai Ha bridge (crossing the Red River) towards Thai Binh province and branches into the Hanoi – Hai Phong highway (via Hung Ha bridge).

The project is invested by the Department of Transport of Ha Nam province. It has an investment scale of completing a grade II automobile road, with a roadbed width of 22.5 m, 4 lanes, and a design speed of 80 km/h. Currently, the major items of the project have been basically completed, only the traffic safety system on the entire main route and the additional items (overpass of National Highway 38, signal light system) have not been completed yet.

This is a road with a relatively large volume of traffic and frequent traffic congestion. After the expansion, the number of vehicles traveling on the route is quite high but still ensures smooth traffic flow.

With the newly expanded 4-lane road, separated by a median strip, the travel time from Lien Tuyen intersection to the intersection of Hanoi – Hai Phong highway is reduced by 30 minutes compared to before.

In the future, when the project is completed, it will increase the operating capacity of the two connecting highways. At the same time, it will be synchronously connected with Hung Ha bridge, National Highway 39 overpass, forming a trade route for economic development between two provinces Ha Nam, Hung Yen and the southeast development axis of the Red River Delta.
