On February 21, the Social Insurance of Vietnam organized an online conference to implement the work of collection and development of participants in social insurance, health insurance, and unemployment insurance in 2024.
MOBILIZING ADDITIONAL LOCAL BUDGET TO SUPPORT CITIZENS’ INSURANCE
Evaluating the general picture of the work of collecting and developing participants in social insurance, health insurance, and unemployment insurance in the past time, Mr. Tran Dinh Lieu, Deputy General Director of the Social Insurance of Vietnam, emphasized that in 2023, despite implementing tasks under difficult conditions, the industry has completed and exceeded the target of developing participants; exceeded the revenue and the lowest amount of delayed payments ever.
Among them, outstanding results include: The participation rate in social insurance and unemployment insurance reached 39.25%; 31.6% of the labor force in working age; the coverage rate of health insurance approaching the universal health insurance target, reaching 93.35% of the population (exceeding 0.15% compared to Resolution No. 01/NQ-CP of the Government), with over 93.3 million participants.
The ratio of delayed payments/amounts receivable for social insurance, health insurance, and unemployment insurance is the lowest since 2016 (reducing from 6% – 2016 to 2.69%).
To achieve these results, in addition to the strong involvement of the political system, the entire industry has united from the policy to action, to resolutely implement synchronized, innovative, flexible solutions in advisory work, supervision, communication, inspection, and examination…
In which, in accordance with the guidance of the sector’s leaders, the Social Insurance of localities has actively advised the Provincial Party Committee, People’s Council, and People’s Committee of provinces to issue documents guiding social insurance and health insurance; complete the steering board to implement social insurance and health insurance policies at all levels; actively build suitable scenarios and resolutely implement them in each locality…
So far, 22/63 provinces have mobilized local budgets to support people participating in voluntary social insurance, and 62/63 provinces and cities have supported participation in health insurance…, making important contributions to the implementation of the target of social insurance and universal health insurance according to the spirit of the Party’s Resolutions.
CONTINUE TO REDUCE DELAYED PAYMENTS
Assessing the impact of labor situation on the work of collecting and developing participants in social insurance, health insurance, and unemployment insurance in 2024, Mr. Duong Van Hao, Head of the Management Board of Collection and Cards (Social Insurance of Vietnam), said that the rate of workers returning to work in localities is quite optimistic, with some localities reaching 100%…
This is a favorable basis for the Social Insurance agency to promote the implementation of solutions for collecting and developing participants from the beginning of the year.
However, it is forecasted that there will still be many difficulties and challenges in this year, requiring further synchronized and stronger implementation of solutions to urge the collection and development of participants in social insurance, health insurance.
“Based on the assigned plan, Provincial Social Insurance agencies have assigned targets to each district, organized collection service and implemented solutions to develop participants in the locality; launched the emulation movement in the collection work, reducing the amount of delayed payments for social insurance, health insurance, and unemployment insurance to encourage and motivate organizations and individuals with many achievements and excellent completion of tasks,” Mr. Duong Van Hao emphasized.
Assessing the context of 2024, which has both favorable and difficult factors, Deputy General Director Tran Dinh Lieu also requested the Social Insurance agencies of provinces and cities to continue to raise determination, be proactive, creative in building specific scenarios, and solutions for each group of subjects, with clear targets in each area of work.
At the same time, enhance the advisory role of the Social Insurance agency to strengthen the involvement of the Party Committee and local authorities. In particular, further promote the role of steering boards at all levels, especially commune level, attached to improving the effectiveness of collection service organizations.
At the conference, according to the report of the Social Insurance agencies of provinces and cities, from the beginning of 2024, localities have closely followed the actual situation, directed and actively implemented measures to collect and develop participants in social insurance, health insurance, and unemployment insurance.
Among them, emphasis is placed on applying creative and flexible lessons learned, continuing to take advantage of the involvement of Party Committees and local authorities; building scenarios for collecting and developing participants in social insurance and health insurance in 2024, assigning targets and requirements and quickly implementing them at the district level.
