On the afternoon of February 22, at the press conference on the socio-economic situation in Ho Chi Minh City, the representative of the Urban Infrastructure Investment Project Management Board of Ho Chi Minh City provided information about the Construction and Environment Improvement Project of Tham Luong – Ben Cat – Nuoc Len canal.
According to Mr. Nguyen Huy Binh, Head of Investment Planning Department, Urban Infrastructure Investment Project Management Board of Ho Chi Minh City, the Construction and Environment Improvement Project of Tham Luong – Ben Cat – Nuoc Len canal is a key project that addresses multiple objectives (urban planning, flood prevention, environmental improvement, and transportation connectivity). The project has been allocated 2,039 billion VND and has achieved 100% disbursement, with construction exceeding the set schedule. The groundbreaking ceremony took place on February 23, 2023.
Currently, contractors are focusing all resources to accelerate the construction progress of all 10 contract packages, including main construction items such as canal banks, roads, bridges, secondary culverts, drainage systems, lighting, and park landscaping. So far, the overall progress of the project is estimated to reach 35%.
Mr. Binh stated that this is a large-scale project, covering multiple districts (including 7 districts: Binh Thanh, Go Vap, District 12, Tan Binh, Tan Phu, Binh Tan, Binh Chanh). The project is currently facing challenges in land reclamation and encroachment, construction under high-voltage, medium-voltage, low-voltage power lines, and telecommunications cables, legal difficulties in acquiring land and mud during the construction process, as well as the source of filling sand, concrete casting sand, and construction sand.
“These challenges are objective and can be seen in other construction projects, not just the Tham Luong project, such as the difficulties in sourcing filling sand, concrete casting sand, construction sand, or the legal issues of land receiving areas and mud from the construction of project works,” Mr. Binh said.
Based on the existing challenges of the project, the Urban Infrastructure Board is coordinating with relevant units to urgently resolve these difficulties.
Regarding matters beyond its authority, the Urban Infrastructure Board has reported to the City Party Committee, the City People’s Committee, and the current leadership of the City is closely directing and assigning the relevant departments, agencies, districts, and communes to cooperate with the investor to resolve these difficulties decisively and overcome all obstacles to ensure the completion of the project before April 30, 2025.
