In preparation for the consideration and passage of the draft Law on Road Traffic Order and Safety, the Ministry of Public Security has drafted a report to the National Assembly explaining certain contents of the draft law that National Assembly delegates provided feedback on at the recent 6th session.
According to the Ministry of Public Security, in implementation of the resolution of the National Assembly on piloting the auction of license plates, from September 15, 2023 to the end of February 2024, the sector will organize online auctions for 15,185 automobile license plates, of which 14,062 winning bidders have made payment, with a total amount close to VND 1,400 billion.
The Ministry of Public Security stated that auctioning automobile license plates meets the needs of the people, creates fairness among the subjects with needs, while effectively exploiting state assets and increasing revenue for the state budget. In particular, the auctioning of license plates has garnered significant attention and support from the public opinion.
However, the Ministry of Public Security believes that the current auctioning only applies to personal cars, and has not been widely implemented for other types of automobile license plates and motorcycle license plates. Therefore, it has yet to fully meet the demands of individuals who wish to own license plates according to their preferences.
In addition, the trial period for auctioning automobile license plates will be implemented until the end of July 2026, after which, if the auction continues to be carried out, it will be necessary to amend the Law on Road Traffic Order and Safety.
Therefore, the Ministry of Public Security believes that at this time, it is necessary to incorporate these provisions into the draft law in order to be consistent with the current regulations on the issuance and management of license plates according to the owner’s identification code, meeting the goals of digital citizens and digital government under Government Project No. 06. Specifically, the Ministry of Public Security proposes to expand the scope of subjects eligible for license plate auctions, including automobile license plates, motorcycle license plates, and scooter license plates. The only exceptions are license plates issued for vehicles belonging to state assets, vehicles of diplomatic representative agencies, and international organizations in Vietnam, and foreign individuals working in those organizations.
Accordingly, the starting price for an automobile license plate auction shall not be lower than VND 40 million; the starting price for a motorcycle license plate or scooter license plate auction shall not be lower than VND 5 million; and the bid increment shall be 10% of the starting price.
“The draft law will also supplement the right of the winning bidder to register the license plate at the police agency where the auctioned license plate is managed or at the individual’s place of residence, or at the headquarters of the organization that won the auction, to adapt to the actual circumstances…” – proposed by the Ministry of Public Security.
