Chairman of HCM City directs to accelerate progress on 12 key projects

The chairman of Ho Chi Minh City has requested the implementation of a streamlined process and a recommendation from the central government for funding for the projects of the Symphony Theater, Music and Drama, the Statue of Thong Nhat, and the Statue of Southern Resistance to celebrate the 50th anniversary of the country's reunification.

The Chairman of Ho Chi Minh City People’s Committee has issued conclusions at the first meeting – Standing Committee for Directing Major Works and Projects of Ho Chi Minh City.

Accordingly, the Chairman of Ho Chi Minh City People’s Committee, Head of the Standing Committee for Directing Major Works and Projects of Ho Chi Minh City, has given specific instructions for 12 major projects under the monitoring of the Committee.

For the Belt Ring Road 2 project (section 1 and section 2), the Chairman of Ho Chi Minh City People’s Committee has assigned Ho Chi Minh City Thủ Đức District People’s Committee to develop a detailed plan and promptly implement the survey, accurately determine the compensation cost for site clearance. Focus on completing site clearance compensation work to commence the project in 2024.

At the same time, review and study the implementation of parallel procedures related to investment (project investment, site clearance, capital allocation, etc.) to ensure fast progress in project implementation.

For the Belt Ring Road 3 project, Chairman Phan Văn Mãi has requested a focus on completing the handover of construction sites in the first quarter of 2024. The relevant departments and districts and Hóc Môn District People’s Committee must have written opinions on reviewing the connection of expressways and complete them by February.

The Department of Transport should also proactively study and implement phase 2 of the project. The Department of Natural Resources and Environment should proactively work with relevant localities regarding the sourcing of sand for the project. In addition, consult and propose to Ho Chi Minh City People’s Committee and request the Prime Minister to direct localities with material mines to support and prioritize materials for the project. These tasks must be completed by February.

For the Belt Ring Road 4 project, the Department of Transport should promptly complete the investment plan; consult and report to Ho Chi Minh City People’s Committee to propose specific implementation methods for investment project to relevant central ministries and agencies; complete by June.

For the Ho Chi Minh City – Mộc Bài expressway project, the Department of Planning and Investment should proactively coordinate with the Ministry of Planning and Investment, report to the Joint Interdepartmental Appraisal Council to submit to the competent authority for investment project decision according to regulations. At the same time, consult and propose to Ho Chi Minh City People’s Committee the form of selecting domestic investors to implement the project.

For the Nguyễn Khoái Bridge project (District 1, District 4, and District 7), the agencies and units should promptly complete the adjustment of related local plans to ensure the commencement of the project in 2024.

For Metro Line 1 project, the Urban Railway Management Board should promptly report specific plans for operation and commercial operation of Ho Chi Minh City urban railway Line 1, Ben Thanh – Suoi Tien section in July. Report on fare discount plans during the initial operation period to encourage the use of metro public transportation for residents.

For the Xuyên Tâm Canal project (from Nhiêu Lộc – Thị Nghè Canal to Vàm Thuật River), the Ho Chi Minh City People’s Committee requested the investor to proactively coordinate with the Gò Vấp District and Bình Thạnh District People’s Committees to focus on completing the handover of construction sites in Gò Vấp District in the first quarter and in Bình Thạnh District in 2024.

At the same time, urgently carry out investment and construction procedures for the Phan Chu Trinh Social Housing Project (Bình Thạnh District), ensuring the progress of completing the project to serve the resettlement needs of the Xuyên Tâm Canal project.

For the Đôi Canal dredging and North Bank construction project (District 8), focus on compensation, support, resettlement, and site clearance to commence the project in 2024.

For the Ngô Gia Tự Apartment project (District 10), the Chairman of Ho Chi Minh City People’s Committee requested Vice Chairman Bùi Xuân Cường to consider and provide early opinions on the proposal of the Department of Construction.

For the Tham Lương – Bến Cát – Nước Lên Canal project, focus on accelerating the progress of project implementation to ensure completion for the celebration of the 30th of April, 2025.

For the three equipment procurement projects of the three gateway hospitals, focus on accelerating the progress of investment-related procedures for medical equipment procurement to ensure that the slowest-operational gateway hospitals commence operation in December.

The Department of Health should take charge of the investment work of purchasing medical equipment suitable to the actual situation, orientate the development of key specialties, ensure that the medical equipment is invested and used in a synchronized and efficient manner, avoiding waste.

The Department of Culture and Sports should review the progress of the implementation of related procedures for the Symphony Orchestra, Music and Theatre project, the Reunification Monument, and the South Vietnam Resistance Monument, and propose to implement according to the expedited process to celebrate the 50th anniversary of the liberation of the South, the reunification of the country.

The conclusion also assigns the Department of Planning and Investment to consult the Ho Chi Minh City People’s Committee to propose the central ministries and agencies, and the Prime Minister to consider balancing the central budget sources to support the city’s implementation.

Ready to present the urban railway plan in March

Also at the meeting, Chairman Phan Văn Mãi issued instructions on five key projects.

Specifically, Vice Chairman Nguyễn Văn Dũng should promptly organize a meeting of the City’s Task Force on the plan to build the International Financial Center in Ho Chi Minh City.

For the urban railway system development project in Ho Chi Minh City: the Urban Railway Management Board should take the lead in incorporating the opinions and suggestions of consulting experts, completing the project plan and reporting to the Ho Chi Minh City People’s Committee for submission to the Party Standing Committee, and submitting to the Permanent Executive Committee of the City Party Committee in March.

At the same time, prepare the documents in March to submit to the Standing Committee of the National Assembly or at the special session of the National Assembly.

For the Can Gio International Hub Port project: The advisory agency should propose to the Ho Chi Minh City People’s Committee by March 5.

In addition, the Chairman of Ho Chi Minh City People’s Committee also issued instructions for three Planning projects (Ho Chi Minh City Planning, General Planning of Ho Chi Minh City, Planning of Thu Duc City) and three Industrial Zones (Le Minh Xuan 2, Pham Van Hai 1, and Pham Van Hai 2).
