The decision, signed by the Vice Chairman of the People’s Committee of Thanh Hoa province on February 22, 2024, clearly states
the enforcement of the deduction of money from the account
to execute the decision of the Chairman of the People’s Committee of Thanh Hoa province on administrative penalties in the fields of social insurance, unemployment insurance, health insurance for FLC Sam Son Golf & Resort Co., Ltd. (located at Ho Xuan Huong Street, Quang Cu Ward, Sam Son City, Thanh Hoa).
The amount deducted for the administrative violation penalty is 200 million VND and the fine for late payment is calculated up to the deduction date.
The reason for the deduction is the overdue payment of the penalty, but FLC Sam Son Golf & Resort Co., Ltd.

The decision also states that FLC Sam Son Golf & Resort Co., Ltd. is responsible for requesting the
bank
to transfer money from the account to the state budget account. In case FLC Sam Son Golf & Resort Co., Ltd. does not voluntarily comply within the prescribed time limit, the Joint Stock Commercial Bank for Foreign Trade of Vietnam – Thanh Hoa Branch is responsible for deducting and transferring the deducted amount from the organization’s account to the state budget account opened at the State Treasury of Thanh Hoa province.
Previously, the Department of Labor – Invalids and Social Affairs of Thanh Hoa province stated that among the 5 businesses of the household business type that have not resolved wages (as of February 14, 2024) for 1,375 workers (with an amount of 18.57 billion VND) in the province, FLC Golf and Resort Co., Ltd. (Sam Son City) owes wages from September 2023 to December 2023 for 789 workers with an amount of 7.52 billion VND.
According to the competent authorities, the cause of the wage debt situation is due to difficulties in production and business of the enterprise. Currently, the Department of Labor – Invalids and Social Affairs of Thanh Hoa province is continuing to urge, guide, and direct the People’s Committees of districts, towns, and cities to work with the wage-debt businesses under their management, urge the businesses to fully pay wages to the workers, and at the same time, report to the competent authorities the measures to handle cases of intentional wage debt.
