Hai Phong: Proposed Adjustments to Affordable Housing Purchase Conditions

In the period 2021-2025, Hai Phong is expected to complete about 16,500 units, including striving to complete 80% of the rough construction, equivalent to about 13,200 units, qualifying to open sales of about 3,300 units. Thus, by 2025, Hai Phong will basically complete the target of 15,400 social housing units in the period of 2021-2025 set by the Government.

According to the plan, in 2024, Hai Phong will complete around 4,000 units of rough construction, qualifying to open sales of about 2,400 social housing units.

At the conference, Mr. Do Huu Hung affirmed that the information of social housing projects will be regularly updated on the website of the Department of Construction. This is also the official and reliable channel of information for people to grasp the qualified social housing projects, approved selling prices.

The second information channel that people can access is to directly visit the ongoing projects to have a visual and realistic view of the projects. The project advisory team will answer questions and provide information related to the project.

During the process of reviewing applications for social housing purchases in the past, Mr. Hung said that the registered buyers mainly concentrate in three groups: Workers inside and outside industrial zones, low-income people in urban areas, civil servants, officials, police officers, military officers.

Currently, there are two main difficulties that people are facing when buying social housing: Difficulties in obtaining confirmation of conditions and the status of housing at the commune-level People’s Committee and most workers working in industrial zones have taxable incomes (incomes above 11 million VND/month) that do not meet the conditions for buying social housing. In reality, some commune-level People’s Committees do not confirm according to the prescribed form of the Ministry of Construction. Moreover, the majority of workers with incomes over 11 million VND/month have a great demand for buying social housing.
