Investors Face Scrutiny for Low Disbursement

Several departments in Kon Tum have low disbursement rates, including the Forest Protection Department, Department of Health, the Management Board of Civil and Industrial Transport Infrastructure Construction Projects, and the Department of Transport.

On February 24, the People’s Committee of Kon Tum province announced that there has been a directive regarding the accountability and responsibility for the low disbursement of public investment capital in 2023.

In 2023, Kon Tum’s disbursement for public investment was below the national average.

Accordingly, the People’s Committee directed the Department of Planning and Investment of Kon Tum province to promptly propose specific measures for disciplinary action against investors with disbursement rates below 50% (as of January 31, 2024) due to subjective reasons (latest report on February 23).

The People’s Committee assigned the Department of Internal Affairs to coordinate with relevant units to provide advice on administrative disciplinary action according to their authority and inform the related party organizations to evaluate and rate party members in 2023 according to the prescribed procedures and regulations (by February 28).

According to the report of the People’s Committee of Kon Tum province at the 6th session of the 12th Provincial People’s Council, in 2023, the province’s disbursement rate for public investment plans was below the national average, the lowest in recent years.

Specifically, many units responsible for implementing projects had low disbursement rates, such as the Forest Protection Department (2.12%); Department of Health (9.57%); Project Management Board for the construction of transportation, civil and industrial works of the province (19.75%); Department of Transport (29.97%); Project Management Board for agricultural project investment and rural development (30.25%).

The Flood Prevention Embankment, Erosion Control System in the ethnic minority villages along the Dak Bla River only achieved 10.3% disbursement.

The 5 projects with the lowest disbursement rates are as follows: The road from Dak Pne commune (Kon Ray district, Kon Tum) to Kbang district (Gia Lai) achieved 10.1%; The Flood Prevention Embankment, Erosion Control System in the ethnic minority villages along the Dak Bla River in Kon Tum city achieved 10.3%; The main road on the west side of Kon Tum city achieved 14.4%; The central road in the southern part of Plei Kan town achieved 15.6%; The investment for the construction, renovation, and upgrade of Provincial Road 676 connecting Kon Plong district (Kon Tum) with Son Tay and Son Ha districts (Quang Ngai) achieved 33%.

According to the People’s Committee of Kon Tum province, the low disbursement is due to the low sense of responsibility of the assigned units as investors, lacking proactivity, determination, and good coordination in fulfilling their assigned tasks.
