According to the plan, Le Delta Joint Stock Company is the investor of the Project.
The project is implemented in Phuc Son commune and Lam Cot commune, Tan Yen district, Bac Giang province with a total land area of 123.94 hectares. The total investment capital of the project is 1,836 billion VND.
The Deputy Prime Minister requested the Ministry of Planning and Investment to be responsible for the contents assigned to appraise the investment project and implement state management on the industrial zone in accordance with the Investment Law and relevant laws.
The relevant ministries and branches are responsible for appraising the investment project in accordance with their functions and tasks according to the Investment Law and relevant laws.
The People’s Committee of Bac Giang province is responsible for the accuracy of information, report data, and appraisal contents in accordance with the provisions of the law; responsible for the compatibility of the project with approved planning; gathering opinions from relevant ministries.
Inspect and determine whether the investor meets the conditions for land lease at the time of land lease, noting the conditions regarding financial capacity; in cases where the investor does not meet the conditions for land lease at the time of land lease, timely solutions must be implemented in accordance with the provisions of the law; ensure conditions for changing land use purpose during the land lease, allow changing land use purpose to implement the project.

The People’s Committee of Bac Giang province directs the relevant agencies to synthesize the location and area of the project into the relevant planning and plans, including the provincial land use plan for the 5-year period of 2021-2025, annually, and submit them to the competent authority for approval, ensuring compliance with the Bac Giang province planning, the Decision approving the investment project proposal; monitor, evaluate the implementation of industrial zone land targets in Bac Giang province according to the national land use plan until 2025 which has been allocated in Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister on the allocation of national land planning targets for the period 2021-2030, vision to 2050 and the 5-year national land use plan for the period 2021-2025 and other relevant documents; responsible for reviewing, ensuring the progress of land allocation for the implementation of the project in accordance with the land use plan of Bac Giang province and Tan Yen district approved by the competent authority.
At the same time, the People’s Committee of Bac Giang province directs the Management Board of Bac Giang Industrial Zones and related agencies to review, ensure that the area implementing the project is in line with the requirements of protecting and promoting the value of cultural heritage and the conditions as prescribed by law on cultural heritage; guiding, inspecting, and supervising investors in implementing the Phuc Son Industrial Zone construction plan that has been approved and adjusted; ensuring the land use structure and environmental safety distance of the industrial zone meet the National Technical Regulations on construction planning and other regulations of related laws; ensuring the location, scale, and area of the project implementation are consistent with the approved investment project proposal.
The People’s Committee of Bac Giang province requires the Investor: (i) during the project implementation, report to the competent state authorities if high-value minerals higher than minerals used as ordinary construction materials are discovered for handling according to the provisions of the law on minerals; (ii) consider the opinions of the Ministries and the People’s Committee of Bac Giang province…
Le Delta Joint Stock Company must ensure sufficient equity capital to implement the project according to the committed schedule; fully meet the conditions stipulated in Clause 2, Article 4 of Decree No. 02/2022/ND-CP when conducting business activities in industrial infrastructure.
