Bắc Ninh calls for thorough handling of villa ‘transformation’ into mini apartments at Handico project

The Chairman of the People's Committee of Bac Ninh province has instructed the People's Committee of Tien Du district to urgently and seriously carry out inspections and take strong actions to address violations of construction regulations in the Hoan Son Residential Area project, which is owned by Hanoi Architecture and Development Joint Stock Company.

Thorough handling of violations of construction order

The People’s Committee of Bac Ninh province has issued a document conveying the opinions of the Chairman of the People’s Committee regarding a series of violations at the Hoan Son housing project in Tien Du district, carried out by Handico Corporation.

Specifically, in response to the proposal in document No. 199 dated January 30, 2024 from the Department of Construction regarding the request for direction to handle violations of construction order at the aforementioned project, the Chairman of the People’s Committee requests the Tien Du district People’s Committee to seriously and urgently organize inspections and thoroughly handle the violations of construction order at the project as suggested in document No. 199 from the Department of Construction, ensuring the safety of lives, protection of assets, and health of the residents.

At the same time, the Department of Construction is required to continue directing and guiding the Tien Du district People’s Committee to implement according to regulations.

Prior to this, the Bac Ninh Department of Construction issued document No. 2117 and stated that through inspections of construction order management in Tien Du district, the Department of Construction discovered that some villa lots in the Hoan Son residential area had been constructed, renovated, and upgraded into multi-story houses and multiple rental apartments that did not conform to the approved planning and house models.

The Department of Construction proposed that the Chairman of the Tien Du district People’s Committee instruct and conduct inspections, requiring homeowners to immediately cease construction, renovation, upgrading, and use of the mentioned works, as well as inspect and handle other violations in the project. Additionally, it called for a review of the responsibilities of the organizations and individuals that relaxed their management to allow for the aforementioned violations in the project.

In an interview with the press, Deputy Director of the Department of Construction Nguyen Van Hoan stated that the incident was complex, making it difficult to handle the violations.

This project has been implemented for over 20 years, going through many changes in the legal system, and the preservation of the original files by the investor is limited… Therefore, Deputy Director of the Bac Ninh Department of Construction believes that to definitively resolve the mentioned violations, the Tien Du district People’s Committee and Handico Corporation need to closely cooperate in resolving the existing obstacles.

“Ignoring” the requirements of the authorities

Regarding the violations at the Hoan Son housing project, it can be seen that at the two apartment buildings on the villa lots 8-10 of Hoa Hong street named Hanoi By Night Villa Hoan Son and Hoan Son Villa, despite being repeatedly reported by the Tien Phong newspaper and required by the inspection team of the local government to cease rental activities and post notices that the premises do not meet the fire safety requirements, the investors still openly advertise the rental of apartments and serviced apartments.

Specifically, from mid-2023 to the beginning of February, information advertising apartments such as “Hoan Son Villa, rent for only 2 million VND/month, enclosed, 1 bedroom, 1 bathroom, 1 balcony, fully furnished”, “Rent apartments ranging from 30-50m2 – From only 2-5 million VND/month – Long term – At the foot of Dong Xep Bridge”, “Rent a fully furnished serviced apartment at Hoan Son, enclosed kitchen for only 2 million VND/apartment/50m2, just bring your belongings and move in”,… appears on social media and websites such as Batdongsan.com.vn and Guland.vn.

Playing the role of a potential tenant looking to rent an apartment at the aforementioned buildings, I was introduced by the manager named T.A.D that the housing area still accepts tenants and the apartments have an average area of 30-70m2 with rent prices ranging from 2-5 million VND/month. The housing area has a total of 120 rooms, and the investor has spent nearly 200 billion VND on construction.

According to the manager, the majority of tenants here are foreigners from India, Taiwan, China, etc., working in industrial zones in Hoan Son commune, Tien Du district. To facilitate parking for guests, the investor of the two buildings even boldly removed the internal divider on the road in front of the construction site.

Currently, despite being required to stop using the premises, many apartments in the villa lots are still occupied. Moreover, on the ground floor of the building, there is even a newly opened general store and hair washing and massage spa.

According to research, the Hoan Son residential area project covers an area of over 8 hectares, including 234 villas and townhouses (42,090m2); green parks (4,262m2); public works, office buildings (1,620m2); traffic land (26,929m2); technical hub land (1,424m2). Among these, the investor is responsible for the rough construction of 234 villas and townhouses.

In actuality, despite being constructed for a long time, there are still many abandoned villas in the project area, overgrown with weeds. The planned area for public playgrounds within this urban area has been covered in vegetation for many years, with no walkways and the trees have not been pruned or cared for.

The Hoan Son residential area project (Tien Du, Bac Ninh) by Handico is stagnant, without a lighting system, and many abandoned villas have become gathering places for complex individuals.
