Currently, in front of the building, the local authorities have set up barriers and hanging signs that say “Dangerous Area” for safety.

At the entrance to the building’s alley, the authorities have also stationed personnel and set up barriers.

In an interview with Tien Phong, Mr. Nguyen Hong Phong – Representative of the Management Board of mini apartment building 22B stated that in addition to evacuating households, the management board has coordinated with local authorities to arrange temporary living arrangements for households.

According to the minutes of the meeting between residents and investors on February 22, the investors of the mini apartment building are Ms. Pham Thi Van Anh and Mr. Nguyen Thac Hoang, and the households have agreed that the responsibility for repairing the damaged columns of the building lies entirely with the investors, including the repair costs.

At the same time, the investors will appoint a supervisor for the construction within 30 days. If the problem is not fully resolved within 30 days, the construction company will be fined and the households will receive compensation.

According to the investigation, mini apartment building 22B in alley 236/17 has 8 floors with nearly 60 apartments that were put into use in 2017. It is located next to mini apartment building 22A and shares the same investor. However, building 22B has been sold to households while building 22A is rented at a price of 6 million VND/month/apartment with an area of over 30m2.

The entrance of both mini apartment buildings is a narrow alley that is less than 1m wide, making it difficult and inconvenient for residents to move around.

Bui Huyen Mai, Secretary of the Thanh Xuan District Party Committee, revealed that this mini apartment building has been granted land-use certificates and the residents living here are also owners of the property.

On February 24, the People’s Committee of Thanh Xuan District issued Document No. 382, requesting land users, homeowners, and other property owners at address 22 (alley 236/17 Khuong Dinh Street, Ha Dinh Ward, Thanh Xuan District, Hanoi) to hire qualified consulting firms to conduct surveys, quality inspections, and assessments of the level of danger of the construction, in accordance with Article 5 of Circular No. 10/2021/TT-BXD.

At the same time, the investor must hire a construction company with the required qualifications to organize repairs and reinforcements to ensure the safety of the building. After the repairs and reinforcements have been completed, the construction must be inspected and evaluated by relevant agencies before the building can be used again. Ha Dinh Ward People’s Committee will monitor the implementation.
