Local Policy and Investment Board: “Afraid of localities not asking for anything?”

Minister Nguyen Chi Dung, of the Ministry of Planning and Investment, believes that Da Nang needs to establish specific policies in order to fully exploit its strengths, address bottlenecks, free up resources, and create new elements for rapid development and breakthroughs.

On the afternoon of February 26, the Ministry of Planning and Investment organized a meeting of the drafting committee, the editorial team of the documents for the construction resolution of specific mechanisms and policies for the development of Da Nang city.

POLICIES MUST BE FOCUS AND EMPHASIS

Speaking at the meeting, Minister Nguyen Chi Dung stated that the political basis and legal basis for Da Nang to develop specific mechanisms and policies for the development of Da Nang city are very clear. However, the issue is how to ensure that the policies for the locality not only guarantee consistency but also have unique characteristics to exploit the potential and strengths of Da Nang while solving bottlenecks and unleashing resources to create motivation and new factors for rapid and breakthrough development in the future.

“Many policies have been painstakingly developed but have not been applied in real life, and the effectiveness they bring is not high. Therefore, Da Nang needs to determine that this is an opportunity to propose focus and emphasis policies that are practical, effective, and feasible. As the Chairman of the National Assembly stated, when formulating policies for localities, the biggest fear is that the localities cannot request any policies, not the regret for this policy or that policy,” emphasized the Minister.

Expanding on the development policies for Da Nang, Minister Nguyen Chi Dung noted three issues. First, Da Nang revolves around regional financial centers, so what policies does Da Nang have to build this center?

Da Nang Party Secretary Nguyen Van Quang said that the development of a financial center is currently a concern of Da Nang

Second, semiconductor technology is a trend and an opportunity; therefore, what will Da Nang do to develop this industry, from training human resources to attracting talents?

Third, regarding the Lien Chieu Port issue, the Minister suggested the possibility of forming a free trade center, a duty-free zone, or a large transit port based on specific policies to create effective operating models.

“Don’t focus on asking for money or rights, but on how to develop the economy, attract investment and social resources… We need to try to find the focus and emphasis, to ask for what is reasonable, worthy, to turn it into reality, and try to speed up the report to the National Assembly during the meeting in May,” stated Minister Nguyen Chi Dung.

6 NEW POLICIES

Regarding the specific development policies for Da Nang, Da Nang Party Secretary Nguyen Van Quang said that Da Nang is actively cooperating with the Ministry of Planning and Investment and relevant ministries and branches to consider proposing specific mechanisms and policies for Da Nang.

Regarding the financial center, this is also an issue that the city is concerned about. According to the Da Nang Party Secretary, the city has reported and requested opinions from the Prime Minister on this matter, and the Prime Minister has provided suggestions and orientations. In the short term, Da Nang hopes to include the establishment of the financial center in the draft Resolution to serve as the basis for the implementation and deployment in the future.

Da Nang People’s Committee Chairman Le Trung Chinh summarized the amendment and supplementation of Resolution 119/2020/QH14.

Regarding the workforce for the high-tech and semiconductor industry, Da Nang Party Secretary Nguyen Van Quang said that in order to train and attract talents, there needs to be specific mechanisms. Along with that, there needs to be additional mechanisms for procurement, investment in infrastructure for chip research, and human resource training. The city’s leadership affirmed that they will study to propose comprehensive and feasible legal, policies when implementing.

Summarizing the amendment and supplementation of Resolution 119/2020/QH14 on the construction of specific policies for the development of Da Nang, Mr. Le Trung Chinh, Chairman of the Da Nang People’s Committee, said that based on the policies issued by the National Assembly and the practicality of the city, Da Nang proposed 27 policies, including 21 policies similar to those in other localities (in which 11 policies are completely similar and 10 policies are adjusted and supplemented) and 6 new policies.

Deputy Minister of Foreign Affairs Nguyen Minh Hang provides input on the specific development policies of Da Nang.

The new proposed policies based on the reality of Da Nang include: (1) piloting the establishment of the Da Nang Free Trade Area associated with Lien Chieu Port and Da Nang International Airport; (2) allowing the additional implementation of infrastructure construction projects to the list of land withdrawal projects to organize land use rights auction and select investors; (3) mechanisms for recruitment, salaries, wages, tax exemptions, financial support for the semiconductor industry, artificial intelligence, etc; (4) the Da Nang City People’s Council allows Da Nang to be a pilot controlled area (sandbox) using blockchain technology to manage and trade digital assets on the platform of DanangChain; (5) investment, management, exploitation, and processing of infrastructure assets, equipment serving scientific and technological development, innovation; (6) the Da Nang City People’s Council decides on investment support policies for infrastructure investment projects suitable for specific conditions of Da Nang.

“The Ministry of Foreign Affairs strongly supports Da Nang’s approach; focusing on building very specific policies, linking with the development goals, creating the development momentum of the city, and being consistent with Vietnam’s development trend. Regarding the development of the semiconductor industry, countries in the region have their own very specific policies to attract capital and enterprises. Regarding the establishment of a free trade area, the Ministry of Foreign Affairs strongly supports it. This is a new model for Vietnam, so it needs to be researched to specify criteria and specific policies, such as visas, labor…”

“We highly appreciate Da Nang’s proposals to accelerate the city’s development and breakthrough. Regarding the proposal to allow Da Nang to be a pilot controlled area (sandbox) using blockchain technology to manage and trade digital assets on the platform of DanangChain, the scope proposed by Da Nang does not include the blockchain technology that we are currently constructing and planning to issue. Therefore, it needs to be reviewed again.”
