According to the Department of Transport of Ho Chi Minh City, Rừng Sác road is a unique road connecting the center of Ho Chi Minh City, Dong Nai province, and nearby areas to Can Gio district. The current transportation connection to Can Gio district mainly relies on the waterway transportation system.
After the completion of the Ring Road 3 and Ben Luc-Long Thanh Expressway, it will create a strategic transportation axis in the key economic area in the South.
To enhance the connectivity and socio-economic development for Can Gio district, especially when the Can Gio coastal urban area and Can Gio international transit port are formed, the connection between Can Gio district and Ho Chi Minh City, Dong Nai province, and surrounding areas through the highway system is necessary.
However, according to the opinions of the Ministry of Transport, this interchange is not included in the investment scale of the Ben Luc – Long Thanh Expressway construction project, so ADB and JICA do not agree to include it in the project. Adding this item will entail adjusting the investment procedures, adding funds, and prolonging the project implementation period, making it impossible to complete the project as directed by the Prime Minister.
In addition, the funding for the Ben Luc – Long Thanh Expressway project is very limited. The Ministry of Transport proposes that the Ho Chi Minh City People’s Committee study and invest in the Rừng Sác interchange at the appropriate time, and the Ministry of Transport will coordinate with Ho Chi Minh City to expedite and complete the investment procedures as regulated.
The Ministry of Transport has reached an agreement with the Ho Chi Minh City People’s Committee to invest in the Rừng Sác road intersection connecting with the Ben Luc – Long Thanh Expressway as a separate project and exploit it in a synchronous manner when this expressway is completed.
The Department of Transport has submitted a report to the Ho Chi Minh City People’s Committee proposing an investment plan for this interchange through another project – another interchange at a higher level in the period of 2024-2030. The preliminary investment amount is about 2,400 billion VND.
To have a basis for preparing a proposal for the investment orientation of the project, the Department of Transport recommends that the Ho Chi Minh City People’s Committee direct the Department of Planning and Investment to advise the People’s Committee to approve the assignment of tasks to the Department of Transport and allocate 500 million VND in 2024 to implement it.
In addition to the interchange connecting Rừng Sác road with the Ben Luc – Long Thanh Expressway, through the review, the Department of Transport also proposes 2 other connections with this expressway, including the interchange between National Highway 50 and the Ben Luc – Long Thanh Expressway and the interchange between Nguyen Van Tao road and the Ben Luc – Long Thanh Expressway.
