After a review, the Department of Transport recommends that the People’s Committee of Ho Chi Minh City direct the Project Management Board of investment and construction of Ho Chi Minh City’s transportation projects – the investor of the Belt Road 3 project – to urgently coordinate with the consulting unit to review the basic design documents and technical design of the component 1 project of Ho Chi Minh City’s Belt Road 3 project to report and propose design adjustments (if any).
The design adjustments aim to complete the investment in the Gò Công traffic interchange and the connection path from Hanoi Highway to the Gò Công interchange on Belt Road 3. In addition, a proposal is made to design additional access points from the TP HCM – Long Thành – Dầu Giây expressway to Phước Thiện Street, Long Bình Ward, Thủ Đức City.
According to the Department of Transport, the Belt Road 3 section in Thủ Đức City is 14.7 km long, and the parallel road only connects to the TP HCM – Long Thành – Dầy Giây expressway at 2 positions where the interchange is with the expressway and the area connecting to the Long Bình ICD port along with the Tân Vạn interchange.
Thủ Đức City is planned to be a Type I urban area directly under Ho Chi Minh City, developed according to the model of a creative, highly interactive urban area, the economic center, science and technology of the East of the city… To facilitate transport connectivity and develop Thủ Đức City in the future, serving the travel needs of the people on both sides of the Belt Road 3 route, the addition of access points from the expressway to Phước Thiện Street is necessary. Accordingly, a tunnel with 4 lanes for two-way traffic will be built, the Phước Thiện Street will be built according to the plan, and roundabouts will be arranged…. The total investment cost is about 2,100 billion VND, invested by the state budget.
In addition to the addition of access points to Phước Thiện Street, according to the Department of Transport, it is necessary to study the complete investment in the Gò Công traffic interchange and the connection path from Hanoi Highway to the Gò Công interchange on Belt Road 3. This interchange has been agreed upon, updated and planned by Ho Chi Minh City and Đồng Nai province as a connection point between the two localities. The total investment amount for the Gò Công interchange and the interchanges on the route is about 8,500 billion VND.
According to the Department of Transport, the construction contracts for the construction of high bridges on the Belt Road 3 route in Thủ Đức City are currently being implemented, so it is necessary to add access points with Phước Thiện Street to the Belt Road 3 and study the complete investment in the Gò Công interchange on the Belt Road 3 to ensure that it does not affect the progress of the project implementation.
In addition to the above-mentioned connection points, the Department of Transport proposes connecting roads to the Belt Road 3 such as the new Tây Bắc road (from inter-ward road 6-2-5 Nguyen Thi Tu and Vĩnh Lộc road, Bình Chánh district to Long An province, 8km long), the Cat Lai – Phú Hữu port road to the Belt Road 3 and the TP HCM – Long Thành – Dầu Giây expressway that is being studied for feasibility; Võ Văn Kiệt Street extended to Belt Road 3.
The total number of interconnected interchanges and access points to the Belt Road 3 with expressways is 10 locations, including 6 interchanges with the Bến Lức – Long Thành, TP HCM – Long Thành – Dầu Giây expressways; TP HCM – Trung Lương expressway; Tân Vạn interchange; Bình Chuẩn interchange; Provincial Road 10 interchange, and 4 access points to expressways such as Provincial Road 25C, National Road 13, TP HCM – Mộc Bài expressway, and National Road 22.
