Fuji Phuc Long Development Co., LTD is the investor of the project to invest in construction and business of the expanded Vietnam – Korea industrial zone infrastructure.
The project is implemented in Hong Thai commune, Tang Tien commune and Nen town, Viet Yen district, Bac Giang province with a scale of 147.31 hectares of land. The total investment capital of the project is 1,236.7 billion VND.
The Deputy Prime Minister requested the Ministry of Planning and Investment to take responsibility for the contents assigned to appraise the investment project’s investment policy and implement state management of industrial zones according to the regulations of investment and related laws.
Relevant ministries and sectors are responsible for appraising the investment project’s investment policy content within their functions and tasks according to the regulations of investment and related laws.
The People’s Committee of Bac Giang province is responsible for the accuracy of information, report data, and appraisal content according to the regulations of investment laws; ensure the project’s compliance with the approved national industry planning on the provincial territory; absorb the opinions of ministries regarding issues within their jurisdiction regarding project documents.
Comply with compensation and resettlement regulations
The People’s Committee of Bac Giang province inspects and determines the conditions for leasing land at the time of land lease; ensure the conditions for changing the land use purpose during the land lease process, changing the land use purpose to implement the project according to the land laws’ regulations.
Comply with the compensation and resettlement regulations when the state recovers land; ensure the transfer of land, land lease for small and narrow plots of land managed by the state (if any) that meet the criteria according to the regulations; ensure not to convert rice cultivation land in areas that need strict protection according to approved planning and plans and have an alternative to increase the effectiveness of other rice cultivation land to compensate for the proposed conversion of land use purpose to non-agricultural land according to the regulations in Article 134 of the Land Law; for cases determined to have state assets, handle them in accordance with the regulations of state property laws to ensure no loss of state assets.
The People’s Committee of Bac Giang province is responsible for ensuring that the project implementation area is not within zone I protection and zone II protection of the Hán Quận công Thân Công Tài monument according to the regulations in Article 32 of the Cultural Heritage Law; ensure that there is no cultural space associated with intangible cultural heritage activities in the project area as stated in the report content; direct relevant agencies and investors to implement the heritage protection and value exploitation plan, plan and implement the green belt in the border area between the industrial zone and the heritage site, ensure no restrictions or obstacles to the practice of people’s beliefs and religions; guide and supervise investors in concretizing the protection and value exploitation plans of the heritage to minimize the impact of construction activities on cultural and religious activities of the people, ensure compliance with other related regulations according to the cultural heritage laws.
Direct relevant agencies to expedite the construction of housing, social, cultural, and sports facilities for workers working in industrial zones according to the regulations of industrial zone laws and laws on housing and committed plans, provide full social infrastructure for workers when put into operation…

The decision specifies the responsibilities of Fuji Phuc Long Development Co., LTD to ensure sufficient owner capital contributions according to the committed progress and compliance with land laws’ regulations; implement a deposit or must have a bank guarantee about the deposit obligation to ensure the project implementation according to the regulations of investment laws.

As the only town in Bac Giang province, Viet Yen is located at the southwest gateway of Bac Giang, in the direct influence area of the key economic region of Hanoi – Hai Phong – Quang Ninh, associated with the economic development corridor on the Hanoi – Bac Giang expressway, creating convenient conditions for exchange, economic development, culture – society, and trade.
The town has important transportation routes passing through such as the Hanoi – Bac Giang – Lang Son expressway, National Highway 17, National Highway 37, and the Bac Nam railway line. Currently, Viet Yen has formed economic corridors with many large-scale industrial zones that have made Viet Yen become the most dynamic development area of Bac Giang province, including: North – South Axis (along National Highway 1A, from Quang Chau industrial zone to Song Khe – Noi Hoang industrial zone. This axis has and is forming many large-scale industrial zones) and East – West Axis (along National Highway 37 connecting Dinh Tram industrial zone to Hiep Hoa in which this axis has the most development potential, especially after completing the upgrading of National Highway 37).
According to the Bac Giang province planning period 2021-2030, vision to 2050, of all 6 industrial zones (IZs) established in the province, Viet Yen town has up to 4 IZs, including Quang Chau Industrial Zone with 516 hectares, Van Trung Industrial Zone with 388 hectares, Dinh Tram Industrial Zone with 127 hectares, and Viet Han Industrial Zone with 198 hectares. The average occupancy rate is over 80%, accounting for about 70% of the total area of planned industrial zones in the province.
Notably, these IZs are the locations of many big technology and manufacturing companies such as Foxconn, Luxshare-ICT, JA Solar, Siflex, Samkwang, Crystal Martin, Lens… Last year, Foxconn – an Apple assembly partner also signed a memorandum of understanding with a subsidiary of Kinh Bac about leasing about 50 hectares of land in the Quang Chau Industrial Zone.
