Warning: Contractors of Cần Thơ – Cà Mau Highway Construction Alerted for 6-Month Delay in Completion

Minister of Transport Nguyen Van Thang has issued Notification No. 31/TB-BGTVT, warning contractors of the delayed construction on the Can Tho - Ca Mau expressway. As of now, the project is 6 months behind schedule.

Traffic commander warns contractors on Can Tho – Ca Mau expressway

According to the head of the Ministry of Transport, the North-South East Road project phase 2021-2025 was approved by the National Assembly with the investment policy to be completed by 2025.

With the strong direction of the Government, the Prime Minister, the close coordination and support of ministries, localities, efforts of contractors, consultants, project management boards, agencies, and units under the Ministry, up to now, 10/12 component projects of the section from Ha Tinh province to Khanh Hoa province basically followed the plan, and some sections could be completed and put into operation ahead of schedule.

However, by now, two component projects of Can Tho – Hau Giang and Hau Giang – Ca Mau are about 6 months behind schedule. The first reason for this situation is the shortage of sand material supply for both projects.

Specifically, the sand supply requirement for the two projects in 2023 is 9.1 million m3, up to now only 6.6 million m3 has been arranged with about 2 million m3 being exploited; localities have not yet identified sufficient sources of sand (except Dong Thap province) and mining capacity, and supply has not met the demand. (

The second reason is the land clearance work on the main route has achieved 99.5% (approaching 95% of the construction), the connecting route has reached 95.4%, but there are still some locations that have not handed over the land belonging to the access route for material transportation (3km section in Kien Giang province cannot construct a service road).

Along with that, many items and works on the route do not have any obstacles, but some contractors implemented the construction slowly (only 87 out of 120 bridges have a land clearance; only 85.15 out of 117.81 km of service road pavement has been constructed…).

Some contractors still have the mentality of waiting for the support from the investor and have not fully carried out the responsibilities according to the contract, have not proactively worked with localities to have material sources for the project.

My Thuan project management board has made many efforts but the effectiveness and efficiency of directing, managing, and controlling the project are still low (the progress of Can Tho – Ca Mau project by now has reached 20.8%); still not really resolute in implementing the task of controlling investment as specified.

To complete the Can Tho – Hau Giang, Hau Giang – Ca Mau expressway projects by 2025 as requested by the National Assembly, the Government, the Prime Minister, and the Ministry of Transport, the My Thuan project management board, contractors, investor contractors, and relevant agencies and units should concentrate on implementing the task with the highest spirit and responsibility, absolutely not to evade or push.

Accordingly, the My Thuan project management board must closely coordinate with the relevant local agencies to accelerate the work of compensation, relocation of technical infrastructure to soon hand over the entire land for the two projects, complete the resettlement areas to provide accommodation for affected households; urgently work with Kien Giang province to solve difficulties and obstacles in land clearance work.

This unit must direct and coordinate with contractors who do not have material mines to work with the local departments and industries (An Giang, Dong Thap, Vinh Long, …) to have access, survey, evaluate reserves, quality, and complete procedures for handing over sand mines according to regulations to soon put into operation.

Phase 1, Can Tho – Ca Mau expressway has a total investment of over 27,200 billion VND, width 17m, 4 lanes, divided into two component projects: Can Tho – Hau Giang with a length of 36.7 km and an investment capital of over 9,700 billion VND; Hau Giang – Ca Mau section with a length of 72.8 km and an investment capital of nearly 17,500 billion VND

For mines that are being exploited, the My Thuan project management board must direct contractors to coordinate with relevant departments and industries of provinces: An Giang, Dong Thap, Vinh Long to consider plans to maximize the operating capacity of equipment, vehicles, and operating time during the day.

At the same time, review and evaluate the environmental impact assessment report to have a plan to adjust the mining capacity of mines (if qualified). Study the coordination plan for sand material allocation on horizontal expressways and some projects that are planned to be completed later to prioritize the North-South East Road project phase 2021-2025.

Regarding sea sand material, the Minister of the Ministry of Transport requested the My Thuan project management board to preside over and coordinate with the Department of Construction Investment Management, the Department of Science – Technology, and the Department of Construction Environment to specify the process and progress of sea sand exploitation and determine the pilot area for expansion at the appropriate scope of the project; coordinate with the relevant agencies of the Ministry of Natural Resources and Environment, the provinces of Tra Vinh, Soc Trang, and related units to proactively prepare procedures for handing over the sea sand mine to the contractor for exploitation as soon as they are approved by the competent authority.

In particular, the My Thuan project management board, with competence and responsibility as the project investor, must direct the acceleration of progress, ensure quality, and strictly handle contractors who violate the contract and regulations.

Minister Nguyen Van Thang directed Director of the My Thuan project management board Tran Van Thi to urgently review and overcome the existing limitations and constraints; arrange personnel with capacity, experience, and clearly assign tasks to effectively perform the functions and tasks within the competence of the investor and project management.
