Striving to Become an Integral Link in the Semiconductor Industry Value Chain

On the afternoon of February 27, 2024, at the headquarters of the Ministry of Planning and Investment, Minister of Planning and Investment Nguyen Chi Dung chaired a working session to collect opinions on the draft project “Development of human resources in the semiconductor industry by 2030, towards 2045” according to the task assigned by the Government in Resolution No.124/NQ-CP on August 7, 2023.

In his speech at the working session, Minister Nguyen Chi Dung acknowledged the contribution of the relevant parties in participating in the construction of the project, as well as actively coordinating with the Ministry of Planning and Investment and related agencies in developing the ecosystem and human resources of the semiconductor industry.

In the coming time, the Ministry of Planning and Investment will focus on synthesizing the opinions of the relevant parties to complete the project, submitting it to the Government in the first quarter of 2024 to accelerate the implementation progress in order to achieve the target of training 50,000 engineers by 2030 to serve all stages of the value chain; Vietnamese engineers have the ability to deeply participate in the design process of modern semiconductor circuits (from front-end to back-end); actively involve in the packaging and testing stages of semiconductor circuits, master part of the packaging and testing technology; Vietnamese engineers participate in working in semiconductor manufacturing plants, gradually grasp the production technology. Strive by 2045, Vietnam becomes an important link in the global semiconductor industry value chain with a team of engineers, experts capable of meeting the development requirements of Vietnam’s semiconductor industry in terms of quality and quantity.

Prior to that, from September 2023 to February 2024, the Ministry of Planning and Investment assigned the National Innovation Center (NIC), the agency in charge of drafting the project, to organize various activities to serve the research and construction of the project.

The main activities that have been implemented include: (1) Surveying semiconductor companies to assess the human resource needs of operating businesses in Vietnam; (2) Surveying leading research institutes and technical universities in Vietnam to evaluate training and research capabilities in the semiconductor industry; (3) Collecting expert opinions on forecasting the needs and training capacity of Vietnam up to 2030, the vision up to 2045; (4) Surveying, consulting international consulting organizations, associations, universities, and large corporations in the world in the semiconductor industry about development trends, recruitment needs, experience in implementing training programs, developing the industry’s human resources; (5) Working, evaluating the needs of international consulting organizations, universities, and international training centers in the semiconductor field that have investment potential, cooperation, and provision of scholarships for Vietnam; (6) Cooperating with Vietnamese experts in Silicon Valley, USA, and leading businesses, universities in the semiconductor industry such as Cadence, FPT, Arizona State University to organize short-term training programs for lecturers, students, engineers in the field who desire to switch to the semiconductor industry.

At the working session, Mr. Vu Quoc Huy, Director of NIC, representative of the drafting committee, introduced an overview of the process and research results, construction of the project, thereby clarifying the necessity, objectives, solutions, tasks, and assigning agencies, units to implement the project. At the same time, he proposed some contents that need to be consulted to improve the project in the coming time.

Representatives of agencies, businesses, universities, research institutes, Vietnamese experts at home and abroad highly appreciate the necessity and content of the draft project to develop the domestic semiconductor industry. Delegates basically agree with the proposal of the Ministry of Planning and Investment, and also contribute many opinions, practical experiences in developing human resources for the semiconductor industry, especially the role of large technology companies, state-owned enterprises, state investment resources, the link between enterprises – universities, international cooperation in training, importing training programs, attracting talents…

Delegates also emphasized the role of the Ministry of Planning and Investment as the lead agency in coordinating the implementation of the project and the role of NIC in implementing activities to develop the ecosystem and human resources of the Vietnamese semiconductor industry through cooperation with organizations, businesses, universities of countries and economies with strengths in the semiconductor industry such as the United States, Japan, Taiwan, Germany, South Korea, the Netherlands…

In the past time, NIC has cooperated with Cadence, Arizona State University, FPT, National Cheng Kung University (Taiwan), etc. to establish chip design training centers, organize training courses for lecturers, students and support software copyrights, training programs, and scholarships for universities that are very important premises to start implementing the tasks of the project.
