On February 29, the 18th session of the 7th term of the People’s Council of Ba Ria – Vung Tau Province approved the revised general planning for the construction of Con Dao until 2045.

The planning scope covers the entire administrative boundary of Con Dao district, including 16 large and small islands with a total of about 7,580 hectares of land and about 140 hectares of exploited sea space. The planning scale is about 7,720 hectares.

The revised general planning for the construction of Con Dao is to meet the new requirements in the socio-economic development strategy of Ho Chi Minh City and Ba Ria – Vung Tau Province. It aims to create feasible conditions to implement a synchronized set of solutions to address issues in population development and tourism, including requirements for preserving historical and cultural relics, protecting resources and ecosystems, and ensuring national security. The goal is to develop Con Dao into a high-brand, highly competitive tourism destination with a rich cultural and historical identity, linked to green and smart urban areas.

Con Dao will have a priority area for urban tourism development, with Con Son as the urban area of tourist heritage.

According to the planning, Con Dao is a national-level cultural, historical, and ecological archipelago tourism area with regional and international significance. It is an area for preserving special national historical relics with values for honoring and educating the traditional history. It is also an area for conserving the diverse ecosystem of forests, seas, and wetlands at national and international levels, with important positions in national defense and security.

The development model and structure of Con Dao is a unique ecological island with a decentralized multi-center structure. Each area is connected with the natural forest and sea ecosystem.

Con Dao will have a priority area for urban tourism development, with Con Son as the urban area of tourist heritage, including administrative, cultural, educational, healthcare, and service functions. In particular, the special national historical relic of Con Dao Prison will be preserved, embellished, and promoted in accordance with the Heritage Law.

Newly developed tourist urban areas will prioritize separating from the existing central area adjacent to the relics, and will be oriented towards the North of Quang Trung Lake – An Hai, at the foot of the mountain. Separate resort tourism areas will be developed away from the relics. Tourist areas will be developed along the beaches and mountain slopes.

After approving the planning, the People’s Council of Ba Ria – Vung Tau Province has assigned the Provincial People’s Committee to quickly complete the dossier to submit to the Prime Minister for approval. They will also closely monitor and coordinate with central ministries and agencies to promptly add and clarify related contents when required.
