Recently, Deputy Prime Minister Tran Hong Ha expressed his opinion on the selection of investors for component 4 of the Long Thanh International Airport project phase 1.
According to official letter 1268/VPCP-CN dated February 28, 2023, based on the report of the Ministry of Transport on the criteria for selecting investors for component 4 of the Long Thanh International Airport project phase 1, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment, the Ministry of Transport to base on the 2023 Procurement Law and the Government’s Decree on guiding the selection of investors according to the provisions of the law on the transportation sector, particularly the aviation sector, to issue an urgent Circular to guide the transportation sector in general, the aviation sector in particular, in order to build the bidding dossier and conduct the investor selection process to implement component 4 of the Long Thanh International Airport project phase 1, ensuring the overall progress of the project.
According to the Ministry of Transport, the investment in the construction of Long Thanh International Airport phase 1 is included in the list of important national projects and key projects of the transportation sector, which have been approved for investment by the Prime Minister in Decision 1777/QD-TTg dated November 11, 2020, including 4 component projects; in which, the Prime Minister assigned the Ministry of Transport to take charge of selecting investors for component 4 of the project.
Therefore, the Ministry of Transport is responsible for selecting the investor for component 4 of the project, ensuring compliance with the legal provisions and following the directions of the Deputy Prime Minister.
In accordance with the assigned task of the Prime Minister, the Minister of Transport has issued Circular 23/2021/TT-BGTVT guiding the preparation, approval, and public announcement of project lists; methods, standards for evaluating bidding documents and selecting investors for specialized aviation service projects at airports, including amendments to Circular 12/2023/TT-BGTVT and 28/2023/TT-BGTVT, in which the Civil Aviation Administration of Vietnam is assigned to carry out some tasks of the authorized person in the selection of investors for component 4 of the project.
The Ministry of Transport has approved the prioritized investment project list for component 4 of the Long Thanh International Airport phase 1 project in document number 9664/BGTVT-KHDT dated September 16, 2021, and the Minister of Transport has approved the project list in the Decisions, including 11 projects: investment projects in the construction, operation of the ground service maintenance area and aircraft sanitation treatment No. 1, No. 2; investment projects in the construction of the catering area on board aircraft No. 1, No. 2; investment projects in the construction of the Operation Center of airlines No. 1, No. 2, No. 3 and investment projects in the construction of the maintenance area for aircraft No. 1, No. 2, No. 3, No. 4.
In the process of selecting investors for component 4 of the project, the Ministry of Transport has directed the relevant agencies and units to closely coordinate with the Civil Aviation Administration of Vietnam to promptly resolve difficulties, problems, and accelerate the implementation process.
So far, the Civil Aviation Administration of Vietnam has prepared, approved, and issued the bidding documents for the investor selection process for 8 out of the 11 projects.

According to the Airports Corporation of Vietnam – JSC (ACV), as of February 20, 2024, some essential items have been completed, such as mine clearance and the construction of airport boundary fences (1,810ha scope).
The construction of the foundation for the prioritized areas to hand over for the construction of the main structures has also been completed, meeting the 15-month schedule according to the instructions of the Government and the Ministry of Transport. The remaining areas are being continued for construction, ensuring that they meet the contract timeline of 38 months.
As of February 18, the actual excavated and embanked volume reached 93.4% of the total construction volume. The areas for the runways, taxiways, aircraft parking areas, and the locations for component 1, 2, 4 projects have been completed according to the planned phases.
Currently, the earthwork has reached 95%, pile driving has reached 85.3%, pouring concrete for the foundation piers has reached 82.5%, pouring concrete for the pit floor has reached 94.6%… and the erection of steel piles, ground floor beams, and ground floor columns to the 1st floor is being expedited.
