Opening the session, Prime Minister Pham Minh Chinh asked the delegates to focus on discussing and evaluating the new developments in February compared to January as well as compared to February and the first two months of 2023, especially the impact of conflicts worldwide on global logistics activities; highlights in February and the first two months of the year; organizing the people’s festive Lunar New Year, ensuring social security.
Along with that is the discussion of implementing the basic goal of maintaining macroeconomic stability, inflation control, promoting growth, ensuring major balances; firmly protecting independence, sovereignty, unity, territorial integrity, maintaining political stability, social order and safety. Combatting corruption, negativity, and building the Party within the government system.
Prime Minister asked to draw lessons from the leadership and direction process, such as assigning members of the Government to work directly with localities to receive, solve difficulties, propose, and make recommendations.
The Prime Minister also proposed that the delegates analyze and forecast the situation in March and the future, difficulties, conveniences; tasks that need to be focused on leadership and direction, tasks to be implemented to accelerate the achievement of the goals of the entire term by 2024, including tasks to attract and retain multinational corporations, reputable companies in the world in the field of technology (such as continuing to improve the investment and business environment, administrative reform), intensifying the implementation of Project 06…
The Prime Minister requested the delegates to give opinions on the draft Resolutions of the session and assign specific tasks to ministries, branches, localities, the spirit of focusing on tasks with high spreading, creating motivation, reflecting timely policies to complete the goals of 2024, contribute to the implementation of the goals of the entire term.
The Prime Minister noted the promotion of new growth drivers such as promoting digital transformation, green transformation, circular economy development, sharing economy, knowledge economy; renewing old growth drivers such as investment, exports, consumption. The increased revenue, savings for 2023 are expected to be allocated to 3 groups of tasks (ensuring national security; investment in development; social welfare).
According to reports at the session, we have gone through the first two months of 2024 in the context of the world situation continuing to be complex, with potential risks. In the world, conflicts in the Red Sea are complex; conflicts in Ukraine, Gaza Strip continue, serious; affecting the global supply chain, threatening food and energy security; while crude oil and food prices are increasing, affecting global inflation…
Domestically, the Tet holiday of the Year of the Dragon 2024 (lasts 1 week from February 8-14, 2024) has affected the results of production and business activities in some industries, sectors; while natural disasters, unpredictable weather changes; prolonged extreme cold.
In that context, the Government, levels, sectors, and localities have resolutely implemented the set tasks, solutions; focusing on directing the preparation to serve the people welcoming Tet according to the Instructions of the General Secretary, the Prime Minister, ensuring that the whole country has a warm, joyful, healthy, safe, saving, and affectionate Tet.
The socio-economic situation in February and the first two months, in general, continues a positive trend, achieving better results than the same period in 2023. The macroeconomy is basically stable; inflation is controlled, major balances of the economy are ensured.
Growth is promoted; agricultural, industrial, and service sectors all have positive signals, better than the same period last year. Public investment, social investment continued to achieve good results.
The completion of the system, legislation, administrative procedure reform, planning, and digital transformation has continued to be promoted. The cultural, social spheres are focused on; people’s lives continue to be improved. Political-social stability; national defense, security is maintained and strengthened; international relations are promoted.
In addition to the basically achieved results, our country still has limitations, shortcomings, and continues to face many difficulties and challenges, such as high macroeconomic management pressure, especially while crude oil and food prices fluctuate strongly.
Production, business in some sectors has not yet fully recovered. Administrative procedures in some places or fields remain cumbersome; discipline in some places has not been strict; the spirit and attitude of a part of the officials, public employees have not met the requirements…
