Accordingly, HCMC determines that disbursement of public investment capital is the top political task of Party committees and governments at all levels in 2024, aiming to promote economic growth, maximize the achievement of socio-economic development goals in 2024.
The objective of the Action Program is to overcome difficulties, accelerate the progress of investment procedures, compensation, site clearance work, implement key projects, infrastructure, urban transport, and promote disbursement of public investment capital.
Implementing resolute and synchronous solutions, promptly removing barriers, difficulties, and problems to accelerate the implementation progress and disbursement of public investment capital, striving to achieve the disbursement target of 95% or more in 2024.
At the same time, strengthening discipline, regulations, decentralization, authorization, administrative procedure reform in the implementation of investment procedures, management, and operation of public investment of the city.
Specifically, the Department of Planning and Investment is assigned the task of advising on handling agencies and units that do not fully comply with the reporting regime as prescribed.
In particular, those who fail to report for 2 consecutive terms or do not report for 3 consecutive terms will be reprimanded; those who fail to report for 3 consecutive terms or do not report for 4 consecutive terms will be warned. In case of violation of the reporting regime, public investment projects are only allocated with planned capital and disbursed after being sanctioned.
The Department of Home Affairs, in coordination with the Department of Planning and Investment, the Department of Natural Resources and Environment, and the State Treasury of the City monthly advise and propose disciplinary action, reprimand, and discipline against collectives and individuals who are the heads of agencies, units, and localities belonging to the City with a low disbursement rate.
At the same time, chairing the appraisal of non-commissioned units on the evaluation scale, praising the results of disbursing public investment capital in 2024; propose forms of commendation for collectives and leaders with outstanding achievements, deduct points for collectives with disbursement rate lower than the assigned plan.
The action program of HCMC People’s Committee emphasizes that departments and sectors of the City enhance capacity, raise the sense of responsibility, set an example, promote the role of leaders in leading, guiding the implementation of projects, and disbursement of public investment capital.
Shorten at least 30% of the time for handling appraisal documents, approving investment projects, contractor selection plans, design drawings for construction – cost estimates; avoid the situation of having to perform multiple submissions, appraisals, affecting the implementation progress and disbursement of the project.
District People’s Committees, Thủ Đức City and TP strictly sanction and handle investors, project management boards, organizations, individuals deliberately causing difficulties, obstructing, delaying the progress of capital disbursement, implementation, and disbursement; timely replace officers, civil servants, and officials with poor capacity, sluggishness, causing disruption, negativity; resolutely handle negative behaviors in the management of public investment.
The Secretary of the Party Committee and the Chairman of Thủ Đức City People’s Committee; the Secretary of the district Party Committees, district Party Committee and the Chairman of the 21 districts and towns People’s Committees focus on directing departments, units, project owners to closely coordinate with the Compensation and Site Clearance Board of the locality to definitively solve issues related to compensation, site clearance work for projects under their jurisdiction.
