Concerning the residential construction at 22, alley 236/17 Khuong Dinh (Ha Dinh ward, Thanh Xuan district, Hanoi), which has caused a stir in public opinion recently, the Thanh Xuan District’s electronic information portal announced that this mini apartment building was granted a construction permit in 2016.
According to the construction permit, the investor was allowed to build a 5-story, mezzanine, and rooftop structure. However, compared to the granted construction permit, the investor has added 3 more floors to this building. As of now, the building violations in relation to the construction permit have not been rectified.
Furthermore, due to the absence of a second escape route, a steel escape system was installed running along the exterior of the building from the 8th floor to the 2nd floor.
As previously reported, this “anti-flooding” mini apartment building consists of around 60 units, which have been sold to residents and in use since 2017.
Mr. Nguyen Hong Phong, Head of the Management Board of the mini apartment building at 22 alley 236/17 Khuong Dinh, stated that the two central columns of the building have cracked and lost their load-bearing capacity. In addition, the 4 columns around the building and load-bearing beams have also been affected. Compared to the original design, a load-bearing beam near the elevator is missing. Moreover, the cross section of the house’s support column is smaller than the original design.
Sharing with the residents, Mr. Phong mentioned that the estimated cost for repairing the incident may reach 4-5 billion VND. After the evaluation, the process of reinforcing the load-bearing part of the mini apartment building is expected to take several months to complete.
Recently, the Hanoi People’s Committee has requested Thanh Xuan district to determine the cause of the incident and handle the responsibilities of relevant organizations and individuals involved in this mini apartment building.
