Recommendation to acquire land at Long Thanh Airport for serving Bien Hoa – Vung Tau Expressway

On March 2nd, the People's Committee of Dong Nai province announced that they have sent a letter with the reference number 1897/UBND-KTN to the Prime Minister regarding the handling of land resources for the construction of the Long Thanh International Airport (Long Thanh Airport) to support the construction of the Bien Hoa - Vung Tau expressway.

Based on the regulations, Dong Nai province proposes the Prime Minister to consider approving the policy of reclaiming landfill materials in the planning area of T3 Terminal of Long Thanh Airport (phase 2) to create land for the construction of Bien Hoa – Vung Tau expressway.

According to the Provincial People’s Committee of Dong Nai, the province has basically completed the recovery of the entire 5,000ha of land for Long Thanh Airport. Of which, more than 2,530ha have been handed over to related units to implement phase 1 projects. The phase 2 area of Long Thanh Airport, which includes many areas, including the planning area of T3 Terminal with an area of nearly 190ha, is currently under the management of the province because there is no investor.

Dong Nai province believes that Long Thanh Airport phase 1 is being implemented within an area of over 2,530ha, and the planning area of T3 Terminal is outside the approved project, so the land has not been filled. This leads to a significant height difference between the two areas (the construction area of Long Thanh Airport phase 1 and phase 2), ranging from 8m – 10m. In addition, the planning area of T3 Terminal is parallel to runway 1 of Long Thanh Airport phase 1, so it is necessary to lower the height to avoid affecting aircraft operations.

The exploitation of land from the planning area of T3 Terminal to the construction site of Bien Hoa – Vung Tau expressway has many advantages, including a close distance of over 7km. The land transport vehicles can travel on the T1 route (connecting Long Thanh Airport), avoiding residential roads. This helps reduce costs, environmental pollution, and does not increase traffic pressure on National Highway 51.

Moreover, the planning area of T3 Terminal, which is allocated funds by the central government for land clearance, is currently under the management of Dong Nai province, so it does not have to undergo land procedures.

The Provincial People’s Committee of Dong Nai affirmed that if approved by the Prime Minister, the province will directly assign contractors to exploit and transport land from the planning area of T3 Terminal to serve the construction of Bien Hoa – Vung Tau expressway in Dong Nai province according to regulations. The province will be responsible for calculating and collecting the full amount of land rent, environmental protection fee, mineral exploitation permit fee as ordinary materials, and natural resource tax to be submitted to the state budget.

According to the Provincial People’s Committee of Dong Nai, to build the section of Bien Hoa – Vung Tau expressway through Dong Nai province, more than 5 million m3 of land is needed for road foundation. Currently, the province has planned some locations for land exploitation to supply for the project. However, the licensing procedure for exploitation encounters many difficulties and obstacles; the planning area is far from the project site; and the soil quality here does not meet the standards for building expressways. Meanwhile, commercial land is very scarce.
