The decision specifies and assigns Binh Phuoc, Son La, Ninh Binh, Hau Giang, Can Tho, and Khanh Hoa to be the governing bodies that utilize local budgets and other legal capital to invest in national highways and expressways projects according to Appendix II of Resolution No. 106/2023/QH15 dated November 28, 2023 by the National Assembly:
Lai Chau, Bac Kan, Bac Ninh, Da Nang, Tien Giang, Ninh Thuan, Ca Mau, Cao Bang, Vinh Long, Hau Giang, Hoa Binh, Ben Tre, and Tra Vinh are assigned to be the governing bodies that utilize these local budgets to support other localities in implementing public investment activities according to Appendix III of Resolution No. 106/2023/QH15 dated November 28, 2023 by the National Assembly:
Provincial People’s Committees are assigned to be the governing bodies to implement the functions, tasks, and delegated powers as specified in Resolution No. 106/2023/QH15 by the National Assembly, Resolution No. 16/NQ-CP dated January 27, 2024 by the Government, and other relevant laws and regulations; responsible for the information and data of investment proposal dossiers assigned or delegated as the governing bodies of projects; urgently complete investment procedures before June 30, 2025 for projects that have not fulfilled the investment procedures.
The Ministry of Planning and Investment is fully responsible for reviewing the dossiers of the delegated localities, assigning governing bodies for projects; supporting Provincial People’s Committees in implementing projects in accordance with the law.
The Ministries of Transport, Finance, Construction, Natural Resources and Environment, and other relevant agencies actively guide and support localities in implementing projects according to the set progress, ensuring quality, effectiveness, safety, and preventing wastefulness and negative outcomes causing loss of state assets and capital.
