According to the arrangement plan for administrative units at the ward level in the period 2023-2025 proposed by Hanoi People’s Committee and submitted to the Ministry of Home Affairs, the city will have 67 wards and communes that are subject to arrangement but have unique characteristics and therefore will not be merged in the coming period. These are important areas in terms of national defense such as Phuc Xa, Dien Bien, Quan Thanh, Lieu Giai, Doi Can, Ngoc Ha (Ba Dinh district); Hang Bot, Lang Ha, Nam Dong, Quang Trung (Dong Da district), or areas with many historical and cultural relics, special national relics.
The factories are located in prime locations near Nga Tu So and Belt Road 3, with the Cat Linh – Ha Dong railway passing through.
Especially in Thanh Xuan district, there are currently many factories and schools that are subject to relocation. For example, in Thuong Dinh ward, large factories such as Sao Vang Rubber, Thang Long Cigarette, and Hanoi Soap are subject to relocation. However, after relocation, these factory areas will be developed into urban areas with an expected population of 46,000 people, reaching 306.7% of the standard.
Prior to 2023, Hanoi People’s Committee issued a list of houses and lands that must be relocated according to the city’s plan. Among them are 9 houses and lands managed and used by businesses that do not comply with the plan, including the Thang Long Cigarette factory.
Similarly, in Thanh Xuan Trung ward (Thanh Xuan district), the Rang Dong Bulb and Thuong Dinh Shoe factories are subject to relocation. According to the plan of Hanoi People’s Committee, after relocation, urban areas are expected to be built with a population scale of 48,000 people, reaching 320% of the standard.
Thang Long Cigarette Joint Stock Company (235 Nguyen Trai, Thanh Xuan) covers an area of over 64,000m2, including warehouses, storage areas, and production facilities. According to the approved decision, Thang Long Cigarette Company will implement the relocation project and change the land use purpose at 235 Nguyen Trai Street, Thanh Xuan, Hanoi to the Quoc Oai – Thach That Industrial Zone (Hanoi).
The land plot of Thuong Dinh Shoe Company at 277 Nguyen Trai has an area of 36,105m2, located near Belt Road 3.
In recent years, Thuong Dinh Shoe Company’s business has been inefficient due to increasing costs and declining production.
At 231 Nguyen Trai, there is a factory of Sao Vang Rubber Joint Stock Company. The company covers an area of about 62,000m2, specializing in the production of various types of tires such as aviation, cars, specialized vehicles, motorcycles, bicycles, and technical rubber products. According to the plan, the company’s production factory will be relocated to the Chau Son Industrial Zone (Phu Ly City, Ha Nam).
