Mr. Le Ngoc Sanh when the investigatory agency read the search warrant at his residence

The investigatory agency of Lam Dong province’s Police and the People’s Procuracy at the same level have issued a search warrant for Mr. Le Ngoc Sanh’s private residence to collect documents and evidence related to the investigation of the case.
Together with Mr. Sanh, the police have also initiated criminal proceedings and arrested Mr. Huynh Tri – the Director of the Branch Office of land registration in Cat Tien district (formerly Head of the Department of Natural Resources and Environment of Cat Tien district) to investigate the above-mentioned actions. Both Mr. Sanh and Mr. Tri are determined to be responsible for serious consequences related to the construction of the Tu Nghia water reservoir project.
According to the investigation, on November 28, 2008, Lam Dong Provincial People’s Committee assigned the Center for management and exploitation of public works in Cat Tien district as the investor of the Tu Nghia water reservoir project.
On August 29, 2011, the Center for management and exploitation of public works in Cat Tien district signed a contract with the Compensation and Site Clearance Board of Cat Tien district.
On December 26, 2011, the People’s Committee of Cat Tien district approved the compensation, support, and resettlement plan (phase 1) implemented by the Site Clearance Board, with Mr. Le Hai Nhi as the Director, Mrs. Dinh Thi Quynh Giao as the Deputy Director, and Mr. Nguyen Quyet Thang as an employee.
In 2012, after the Site Clearance Board of Cat Tien district in charge of land acquisition and clearance had committed violations and was prosecuted, the People’s Committee of Cat Tien district established the Compensation and Site Clearance Council for the Tu Nghia reservoir (phase 2) with Mr. Le Ngoc Sanh – Deputy Chairman of the People’s Committee of Cat Tien district as the Chairman of the Council; Mr. Huynh Tri – Head of the Department of Natural Resources and Environment of the district as the Vice Chairman of the Council to continue implementing this project.
During the process of determining land prices for compensation, Mr. Le Ngoc Sanh and the Council committed violations, improperly compensating the residents and causing damage to the state of approximately 500 million VND.
