According to the approval of Yen Bai province, the investor is Vietnam Electricity National Power Transmission Corporation (EVNNPT), located at 18 Tran Nguyen Han, Ly Thai To ward, Hoan Kiem district, Hanoi.
The project aims to invest in the construction of transmission lines and transformer substations (TBA) to support the transmission capacity reduction of small and medium hydropower plants into the national grid through the 220kV Bao Thang TBA; improve the safety, reliability, and quality of electricity supply to the area; reduce power losses in the transmission grid, and increase the efficiency of electricity production and business.
The project is implemented in the areas of To Mau, Khanh Hoa, and An Lac communes in Luc Yen district, Yen Bai province.
The project includes the construction of a new 250MVA capacity TBA (installing 02 220/110/22kV transformers – 125MVA) and synchronous auxiliary equipment and works. Constructing a new 2-circuit 220kV transmission line, about 3.1 km long; a 4-circuit 220kV transmission line, about 3.46 km long; a 35kV transmission line, about 0.95 km long.
It is expected that the procedures for land handover and project construction will be completed in the first quarter of 2025, the construction of project works will be completed in the first quarter of 2026, and the installation, testing, and commissioning of the entire project will be completed in the second quarter of 2026.
The investor will enjoy preferential policies and investment support when implementing the project in accordance with the current law.
At the same time, they are responsible before the law for the legality, accuracy, and honesty of the documents submitted to the competent state agencies; strictly implement the contents according to the approved investment decision; carry out the investment project guarantee work (sign a deposit or have a bank guarantee for the deposit obligation) immediately after being granted the authorized investment decision; only be allowed to implement after completing procedures for land, environment, construction, forestry… in accordance with the current regulations.
At the same time, they must comply with the reporting regime as prescribed by the Investment Law and the relevant obligations as prescribed by the land, environment, construction regulations, and other related regulations; during the project implementation and operation, they must strictly comply with environmental regulations, not affecting the livelihoods, production of people in the area and the surrounding environmental landscape.
The Yen Bai Provincial People’s Committee assigns the Department of Industry and Trade, the Department of Construction, the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development, and the Luc Yen district People’s Committee with the functions and tasks to guide, assist, and urge investors to complete legal procedures related to investment, planning, land, environment, construction… to ensure that the project is implemented in accordance with the approved schedule.
The Luc Yen district People’s Committee and the Department of Natural Resources and Environment will guide and organize the update and supplementation of the project and land use plans; relevant construction planning in accordance with the provisions of the law to ensure the basis for project implementation.
