Regarding the implementation of the Housing Law, Chairman of the Parliamentary Legal Committee Hoang Thanh Tung emphasized that the amended Housing Law was passed by the National Assembly at the 6th session and will come into effect on January 1, 2025. The law contains many new and important provisions for administrative procedure reform in the housing sector, creating favorable conditions for individuals and businesses, reducing compliance costs; supplementing specific preferential mechanisms, simplifying procedures and processes for investment in housing development projects to mobilize social resources, encouraging businesses to participate in housing development, with a focus on projects for the renovation and reconstruction of apartment buildings, and the construction of social housing for workers and people with low incomes; supplementing and improving many regulations to address the causes of disputes and complaints related to housing, and enhance the quality and effectiveness of housing management and utilization in apartment buildings…
Regarding the implementation of the Housing Law, the Standing Committee of the National Assembly proposed that the Government promptly issue detailed documents for the implementation of the Housing Law to ensure progress, quality, and consistency with other related laws recently passed by the National Assembly, such as the Land Law, the Real Estate Business Law, and the Credit Institutions Law. During the process of implementing the Law, the government is requested to timely guide and direct the handling and resolution of encountered issues in accordance with the provisions of the law and the resolutions of the National Assembly.
The government is requested to proactively adopt effective measures to regulate housing prices, such as focusing on the development of affordable housing suitable for individuals with average and low incomes; expediting the approval process for housing development projects to increase supply, being ready to intervene in the market when there are signs of market overheating or speculation; paying attention to the construction of a database and information on real estate, enhancing the capacity to manage and regulate the land and real estate market, aiming for more transparency and professionalism.
Urgently studying and submitting to the competent authorities for consideration and approval the pilot project allowing the implementation of commercial housing projects through agreements on land use rights or the utilization of other land (not intended for residential purposes); the pilot project should be implemented in some large provinces and cities… to promptly resolve difficulties and obstacles for real estate projects, release land resources, and promote economic and social development.
Actively promoting the implementation of new policies and regulations on social housing to attract resources for the development of this segment, contributing to addressing the shortage of affordable housing supply, and supporting the achievement of the goal of the “Investment in the construction of at least 1 million social housing units for the period 2021-2030” Project. Strengthening dissemination and raising awareness about the Housing Law and related laws recently passed, especially the new and important provisions that have a significant impact on the economic and social life, as well as the need for comprehensive and detailed guidance for the public and business community to strengthen the awareness and compliance with the law and improve the effectiveness of the law enforcement in practice.
