This morning (6-3), the representative of the People’s Procuracy continued to announce a prosecution document related to misconduct in the inspection activities at SCB Bank.
Accordingly, the inspection team covered up misconduct as proposed, recommended by SCB; the proposed report was not truthful, did not fully reflect the inspection results; adjusted the inspection plan in a manner not in accordance with the government’s direction and for the benefit of SCB; the draft inspection conclusion was not objective and in violation of the law.
Especially, the inspection team received money, gifts, and other material benefits from SCB Bank in order to act against their duties during the inspection process.
Specifically, during the inspection at SCB Bank, the defendants received money and gifts from SCB Bank to commit misconduct.
In particular, defendant Nguyen Van Hung received $390,000; defendant Nguyen Thi Phung received $20,000 and 210 million VND, 1 watch, 1 handbag, 1 scarf.
Defendants Vu Khanh Linh, Nguyen Tuan Anh, Bui Tuan Khoa received 100 million VND; Vuong Do Anh Tuan received $20,000 and 2 shirts; Tran Van Tuan received $6,000 and 40 million VND; Le Thanh Ha received $14,000 and 100 million VND; Nguyen Duy Phuong admitted to receiving $1,000 and 20 million VND, but denied receiving $5,000; Nguyen Van Thuy received $21,000 and 60 million VND, 1 shirt, 1 t-shirt, and 1 box of swallow’s nest; Truong Viet Hung received $6,000.
Defendant Nguyen Van Hung, former Deputy Chief Inspector in charge of the Banking Inspection and Supervision Agency, the person who made the decision to inspect was directly guided by defendant Do Thi Nhan and responsible for reporting the inspection results to the State Bank and the Government.
Defendant Do Thi Nhan, Head of the Inspection Team, carried out the instructions of defendant Nguyen Van Hung, directly directed defendant Nguyen Thi Phung and the consolidation team (including Vu Khanh Linh, Nguyen Tuan Anh, Bui Van Khoa) to prepare and revise the team’s reports, draft the inspection conclusion.
The remaining members of the inspection team played a role in implementing and agreeing with the instructions, did not fully report accurately, covered up SCB Bank’s wrongdoing to the leaders of the State Bank and the Government, and reached the conclusion of the inspection in the direction:
Do not subject SCB Bank to special control, allowing SCB Bank to continue restructuring;
Do not transfer cases of misconduct to investigative agencies for handling according to regulations;
Priority is given to economic solutions, leading to failure to timely prevent defendant Truong My Lan and accomplices from withdrawing and using SCB Bank’s money unlawfully.
The defendants’ actions caused particularly serious consequences, resulting in losses of more than 514.102 trillion VND.
