The Chairman of Ho Chi Minh City, Phan Van Mai, believes that by focusing on implementing tasks from the beginning of the year until the Lunar New Year, the city has achieved many positive results.
Some bright spots and positive signals include budget revenue and expenditure, the vibrant real estate market, the export market, and the return of workers to work. However, the concern is still about public investment.

“We have disbursed public investment funds four times more than the same period last year, but it is still low compared to the target of 10-12%. Therefore, we must make efforts in March,” Mr. Mai suggested.
Compared to the target, the city has disbursed 1.6 trillion dong, leaving about 6.4 trillion dong for the first quarter. Divided by the four weeks of March, the city needs to disburse over 1 trillion dong per week.
“This is a very challenging task, even impossible. But we must determine the priorities and solutions. If we cannot achieve 12%, we should strive for 7-8%. Another concern is that although we have made great efforts to complete a significant amount of work, there is still a large amount of work that needs to be completed. So we must make a huge effort in March,” the Chairman of the City People’s Committee demanded.
Parallel to this is the issue of construction materials. Mr. Mai emphasized that contractors must ensure this matter, and it is not acceptable for the City People’s Committee to take care of materials for the contractors.
“I suggest that investors review and strictly handle some weak and non-serious contractors. In March, project management boards and investors must identify which contractors are sluggish, weak, and non-serious, and deal with them immediately. If comrades do not handle them, the City People’s Committee will handle them,” the Chairman of the City People’s Committee assigned the task.
In addition, the city’s leader also requested that land clearance work must be completed firmly by June 30. District People’s Committee Chairmen, Thủ Đức City, and townships must review this task and report to the Executive Board and the Standing Committee of the Party Committee if there are any obstacles to resolve.
Investors of projects must review the plan for each project, ensuring progress according to the set targets for each quarter and the whole year is over 95%. At the same time, promptly resolve difficulties and make recommendations to the city’s functional agencies to resolve them, without waiting until the end of the year to report problems.
At the meeting, Politburo Member, Secretary of the City Party Committee Nguyễn Văn Nên acknowledged the important role of coordination and joint efforts from all sectors to achieve results, rather than relying solely on individuals or units. Mr. Nên suggested that the city should assess external impacts and prepare to cope with situations.
Specifically, it is necessary to evaluate the sense of responsibility and initiatives of officials in the context of HCMC being assigned a mission to think about outstanding, innovative, and creative things – which is a tradition of the city. Inspection, supervision, and inspection work must be timely to rectify and minimize violations.
Regarding the construction, adjustment of the Party and political system, the Secretary of the City Party Committee affirmed: “Each unit, each leader is responsible for this. If anyone is found not doing well, the person in charge will bear full responsibility.”
