On March 6, the National Assembly’s supervision delegation led by Mr. Le Quang Manh – Chairman of the Finance and Budget Committee of the National Assembly – supervised the implementation of fiscal and monetary policies, supporting the recovery program and socio-economic development and the National Assembly’s Resolution on some national key projects in Ba Ria-Vung Tau province. Here, the delegation surveyed the progress of Component 3 of the Bien Hoa-Vung Tau expressway project, the resettlement area in Hac Dich Ward, Phu My town.
Reporting to the delegation, Mr. Nguyen Van Trinh – Director of the Management Board of the Cai Mep – Thi Vai Port Area transportation project, the investor of Component 3 – said that the project spans 19.5km through Ba Ria – Vung Tau province. The project includes a construction package (Package 11 – construction and equipment). There are 11 bridges and 1 pedestrian underpass along the entire route, with 3 contractors simultaneously deploying multiple construction sites. Specifically, the construction at Suoi Nhum bridge, Hoi Bai – Chau Pha bridge, Suoi Da bridge, overhead bridge, and Song Dinh bridge has completed 178 bored piles, 45 beams, more than 2,021m3 of concrete platform, bridge piers.

The road section has completed the construction of cement concrete mixing stations at Km39+950 and Km48+800. At the same time, they have also installed a stone crusher at a quarry in Chau Pha commune, Phu My town, and are currently constructing 26/50 sewer locations. They are paving the K0.95 route, K1.02, utility road, right branch road of National Highway 56 interchange, and constructing crushed stone base.
“In the actual implementation of the construction, it is expected to be completed 3 months earlier than the planned target. Currently, the contractors have mobilized 350 equipment and 500 personnel to deploy 15 construction sites. The value of the construction of Component 3 project to date has reached about 240 billion dong, equivalent to 13%,” Mr. Trinh said.
Mr. Nguyen Cong Vinh – Vice Chairman of the People’s Committee of Ba Ria – Vung Tau province – said that the locality is deploying many roads connecting to the Bien Hoa – Vung Tau expressway, and at the same time, requesting additional interchanges on the route to connect the expressway with the seaport…
Accordingly, the Bien Hoa – Vung Tau expressway Component 3 project in Ba Ria – Vung Tau province currently has 2 interchanges, and the local authorities want to add another interchange on road 328. The purpose is that when Component 3 is completed but Components 1 and 2 through Dong Nai are not yet completed, the expressway can still be operated, ensuring convenient travel and achieving investment efficiency.
“Adding interchanges is appropriate and meaningful. Because this interchange will connect to Phuoc An bridge and Ring Road 4 of Ho Chi Minh City, creating convenient connectivity. On the construction site, they have opened waiting connection points and the local authorities will report and propose to implement,” Mr. Trinh said.

The Component 3 of the Bien Hoa – Vung Tau expressway project is gradually taking shape.
Mr. Le Quang Manh – Chairman of the Finance and Budget Committee of the National Assembly – suggested that Ba Ria – Vung Tau province should recalculate the cost of land clearance so that the supervision delegation can report to the National Assembly, along with the proposed contents and recommendations of the province.
“If Ba Ria – Vung Tau wants to add more interchanges, we fully support it if the local authorities do it by themselves. In the case where both central and local authorities work together, further consideration will be needed,” Mr. Manh said.
The Phase 1 of the Bien Hoa – Vung Tau expressway project was approved by the National Assembly for investment in June 2022, with a length of more than 53 km passing through Dong Nai province (34 km) and Ba Ria – Vung Tau province (19.5 km), including 3 sub-projects.
Among them, sub-projects 1, 2, and 3 are respectively invested by the People’s Committee of Dong Nai province, the Ministry of Transport, and the People’s Committee of Ba Ria – Vung Tau province. The total investment of the project is over 17,800 billion dong from the central and local budget.
