Opinions sought on constructing 3 high-rise buildings during the renovation of Thanh Cong old apartment complex in Hanoi.

In the citizen input planning proposal, Ba Dinh district (Hanoi) revealed that, out of the 3 high-rise buildings planned for construction in the redevelopment of the old Thanh Cong apartment complex, one building will be allocated for resettlement while the remaining 2 buildings will be commercial and service facilities without residents.

On March 6, Ba Dinh District (Hanoi) organized a community consultation conference on the 1/500 scale overall ground plan; preliminary architectural plan for the renovation and construction of the G6a, G6b, G22, G23, G24 Thanh Cong apartment complex.

At the conference, Mr. Do Ha Thanh, Head of the Urban Department of Ba Dinh District, presented the reasons according to the legal provisions regarding the renovation of old apartment buildings in the city.

According to regulations, in Thanh Cong Ward, the old G6a apartment building is classified as a level D dangerous building and must be demolished for reconstruction. Based on this, the district gathered opinions on the proposal to renovate the overall ground plan of the area, including the old G6a, G6b, G22, G23, G24 apartment buildings to ensure the overall consistency of the area and provide beautiful resettlement locations for the residents.

According to the proposed plan of Ba Dinh District, the total land area for planning research is about 20,000 square meters. Among them, the old G6a apartment building will be completely demolished; then a new residential apartment building will be built on the foundation of this building with 5 podium floors and 24 high floors. All residents of the G6a, G6b, G22, G23, G24 buildings will be resettled in this new building, about 220 apartments. The building will also have about 70 commercial and service apartments.

Mr. Thanh stated that as the G6a apartment building is classified as a level D dangerous building, the residents of this building have already been relocated for safety (they were relocated earlier); the residents of the G6b building will also be temporarily relocated, waiting for suitable arrangements when there is an investor for the project.

Once the new residential apartment building is completed, in addition to the residents of the G6a and G6b buildings, the residents of the G22, G23, G24 buildings will also be relocated here, and the land will be handed over for the construction of two commercial service buildings.

“The two commercial service buildings will not be used for residential purposes. Building 1 will have 18 floors above ground and 3 basement floors; Building 2 will have 24 floors above ground and 4 basement floors,” Mr. Thanh said, adding that this preliminary plan was put forward to gather feedback from the residents, and based on that, it will be submitted to the competent authority for research and approval.

At the conference, many residents expressed their support for the proposed plan of the district. Mrs. Do Kim Minh (house No. 104, G6a) said that her family has been living in temporary accommodation for 6-7 years, spending many Tet holidays away from home, and they hope to return home soon. Mrs. Minh agreed with the policy of renovating old apartments in the city, district, and ward, and she hopes that the new residential building will be of good quality, with appropriate compensation for the residents.

Mr. Nghiem Xuan Tuy (G6a resident) also said that he has been in temporary accommodation since the end of 2017, and he is excited to see the progress of the renovation of the old apartment buildings. Mr. Tuy believes that all three buildings in the planning are very “advantageous”, but he is concerned that the quality of the residential building will not be as good as the two commercial service buildings.

Mr. Tuy and many residents suggested that the resettlement should be interspersed among all three buildings, rather than separating them, to ensure equal quality for all buildings and ensure residents can be resettled there…

According to Mr. Do Ha Thanh, the Head of the Urban Department of Ba Dinh District, the plan put forward by the local government is not the final plan. Based on the opinions and suggestions of the residents, the district will consider and may implement the residents’ suggestion of in-place resettlement. “All of this is just a preliminary plan, and it will need to be reviewed by relevant authorities. The most important thing here is to balance the interests of the residents, the government, and the future investors,” Mr. Thanh said.
