The People’s Committee of Da Lat City has reported to the Department of Planning and Investment of Lam Dong Province on the progress of implementing key projects and works in the province during the 2020-2025 period. Especially, the project that has long been of interest to the people of Da Lat is the Hoa Binh Central Area project.
According to the People’s Committee of Da Lat City, the Hoa Binh Central Area was approved for detailed planning and urban design by the Lam Dong Province People’s Committee in 2019 with an area of 30 ha. Specifically, there are 6 investment-attracting positions, as follows: Hoa Binh 1 Commercial Center, Hoa Binh 2 Commercial Center, 2 gallery commercial areas, a commercial street row, and the Dinh Hill hotel.
In 2021, Lam Dong Province sought the opinions of the Vietnam Association of Architects and the Vietnam Urban Development Planning Association on the architectural plan of the planning project. The Department of Construction has coordinated with research units to study, absorb, explain the comments, and improve the detailed planning adjustment plan.
In June 2022, Lam Dong Province worked with Dai Quang Minh Real Estate Joint Stock Company and agreed on the design plan for the Dinh Hill planning and requested the company to complete the plan. The Provincial People’s Committee Party Affairs Board sought the opinions of the Standing Committee of the Provincial Party Committee on the content of partial adjustment of the detailed planning of the Hoa Binh Central Area.
By November 2023, Mr. Tran Van Hiep, who was still the Chairman of the Provincial People’s Committee of Lam Dong at that time, concluded that the Department of Construction would continue to study, complete the partial adjustment of the detailed planning and urban design at a scale of 1/500 for the Hoa Binh Central Area.
The People’s Committee of Da Lat City stated that the city’s task in implementing the Hoa Binh Central Area project is to coordinate in calculating the value of compensating for site clearance with an area of 68,220 m2.
Of which, an area of 49,849 m2 is managed by the State and 18,370 m2 by 230 individuals and households (62 resettlement households, 168 households with partial revocation). The estimated cost for compensation and support for resettlement at the current time is over VND 2,130 billion.
Da Lat City continues to proactively coordinate in carrying out the work of compensating for site clearance when there is an investor in this project.
The Provincial Chairman’s Villa is removed from the Group 1 Villa list
In September 2023, according to the decision of the Lam Dong Provincial People’s Committee, the total number of state-owned villas in Da Lat City is 166 villas, divided into 3 groups. Specifically, Group 1 has 3 villas including Dinh I, Dinh III (formerly Bao Dai’s villa) and Dinh II (formerly Toan Quyen’s villa).
Group 1 reduces 2 villas when the Provincial Chairman’s Villa (located on Dinh Hill) and Dinh Nguyen Huu Hao are no longer on the list and are included in Group 2.
Group 2 includes the Provincial Chairman’s Villa, Dinh Nguyen Huu Hao (transferred from Group 1 to Group 2), and 67 other villas, mainly concentrated on 3 streets: Hung Vuong (8 villas), Tran Hung Dao (18 villas), and Quang Trung (12 villas).
