Simplify and streamline 13 administrative procedures in 2 sectors under the Ministry of Industry and Trade

Deputy Prime Minister Tran Luu Quang signed Decision No. 209/QD-TTg, approved by the Prime Minister, on streamlining and simplifying regulations regarding business operations under the management scope of the Ministry of Industry and Trade in 2024.

Simplifying regulations related to business activities under the management authority of the Ministry of Industry and Trade

Specifically, streamlining and simplifying 13 administrative procedures related to 2 fields within the scope of the management functions of the Ministry of Industry and Trade.

In the chemical sector, abolishing 3 procedures: issuance, re-issuance, adjustment of Chemical Production License DOC, DOC – PSF.

10 administrative procedures in the field of trade promotion have been cut and simplified, including:

1- Procedure for notifying promotional activities: Reducing administrative procedures for notifying promotional activities for 05/07 forms of promotion (including forms specified in Article 8 of the Commercial Law, in Article 8, Article 9, Article 10, Article 11 of Decree No. 81/2018/ND-CP dated May 22, 2018 by the Government providing detailed regulations on commercial activities).

2- Procedure for notifying changes or additions to the content of the promotion program: Reducing administrative procedures for notifying changes or additions to the content of the promotion program for 05/07 forms of promotion (including forms specified in Article 8 of the Commercial Law, in Article 8, Article 9, Article 10, Article 11 of Decree No. 81/2018/ND-CP).

3- Procedure for registering promotional activities for promotion programs implemented in 1 province, centrally-run cities: Reducing 01 component of administrative procedure dossier (01 unauthenticated copy of the quality document of promotional goods as prescribed by law).

4- Procedure for registering changes or additions to the content of promotion programs implemented in 1 province, centrally-run cities: Changing the signatory on the administrative procedure form to “Authorized Representative of the Enterprise”.

5- Procedure for registering promotional activities for promotion programs implemented in 2 or more provinces, centrally-run cities, and other forms of promotion programs: Reducing 01 component of administrative procedure dossier (01 unauthenticated copy of the quality document of promotional goods as prescribed by law).

6- Procedure for registering changes or additions to the content of promotion programs implemented in 2 or more provinces, centrally-run cities, and other forms of promotion programs: Changing the signatory on the administrative procedure form to “Authorized Representative of the Enterprise”.

7- Procedure for registering the organization of fairs and exhibitions in Vietnam: Reducing 01 component of administrative procedure dossier (01 unauthenticated copy of the Business Registration Certificate, Investment Registration Certificate, Decision on establishment or other equivalent legal documents as prescribed by law).

8- Procedure for registering the organization of fairs and exhibitions abroad: Reducing 01 component of administrative procedure dossier (01 unauthenticated copy of the Business Registration Certificate, Investment Registration Certificate, Decision on establishment or other equivalent legal documents as prescribed by law).

9- Procedure for registering changes or additions to the content of organizing fairs and exhibitions in Vietnam: Changing the signatory on the administrative procedure form to “Authorized Representative of the Enterprise”.

10- Procedure for registering changes or additions to the content of organizing fairs and exhibitions abroad: Changing the signatory on the administrative procedure form to “Authorized Representative of the Enterprise”.

The Prime Minister assigns the Ministry of Industry and Trade and related ministries and sectors within their authority to implement according to the content and timeline prescribed in the Plan for streamlining and simplifying regulations related to business activities approved by the Prime Minister above.

In the process of implementation, the Ministry of Industry and Trade proactively detects and promptly amends, supplements, replaces, or abolishes provisions within its jurisdiction or submits to competent authorities for consideration and decision for Laws of the National Assembly, Decrees of the Government, Decisions of the Prime Minister relating to business activities that need to be amended, supplemented, replaced, or abolished to implement the Plan for streamlining and simplifying regulations related to business activities approved by the Prime Minister.
