The People’s Committee of Hanoi has issued Document No. 542/UBND-KTN on enhancing the management and protection of wild animals in the city.
Accordingly, to conserve and develop rare wild animal and plant species in the area, Hanoi city requires departments, committees, sectors, district and town People’s Committees to thoroughly implement the regulations of laws, directives from the Government, the Ministry of Agriculture and Rural Development, the Party Committee, and the People’s Committee on the protection of wild animals. They are prohibited from consuming, hunting, trading, slaughtering, or using products made from wild animals.
The city’s People’s Committee has assigned the City Police to direct professional departments, district, and town police to strengthen the advisory work for local authorities to enhance inspection, control, and handling of violations in the field of wildlife conservation and protection. They will also increase inspections, monitoring of hunting, trapping, trading, and slaughtering of wild birds, as well as strictly control and handle violations according to regulations.
The People’s Committees of districts, towns along the Red River that flows through Hanoi, as well as Ba Vi and My Duc districts, will intensify communication to the local residents, and enhance inspections and controls along both sides of the river. They will focus on middle areas, marshes, and the Huong Son special-use forest (My Duc district) to timely detect, prevent, and handle violations in the protection and conservation of wild animals.
The Ba Vi district government will coordinate with the Department of Agriculture and Rural Development to inspect and monitor mechanical impact activities in the middle area of Van Lang (Ba Vi district). This area provides the best conditions for the survival and residency of wild birds, thus it needs to be protected. Meanwhile, the district government will guide the district police, Forest Protection Department No. 6, and commune People’s Committees with forests and communes along the Red River to coordinate and regularly monitor the access of individuals to the forest and Van Lang area. They will promptly detect, prevent, and handle violations in the protection of wild animals in general, and wild migratory birds in particular.
The My Duc district government will coordinate with functional agencies, the governments of districts in Ha Nam province and Hoa Binh province (bordering My Duc district) to enhance communication and raise awareness among the local people. They will instruct the district police, Forest Protection Department No. 9, commune and town People’s Committees to regularly inspect and control compliance with legal regulations, closely monitor access to the forest, and strictly handle violations.
In addition, in coordination with the Department of Planning and Architecture, the Ba Vi district government will inspect, review, and report on the necessity and legal basis to propose planning for the middle area of Van Lang – Ba Vi as a protected area for wild birds and migratory birds…
