Ensure that the project is implemented in accordance with the planning position
Deputy Prime Minister Le Minh Khai has just signed a decision approving the investment policy for the construction and operation of infrastructure structure of Dong Anh Industrial Park in Hanoi. At the same time, the decision approves Vinaconex as the investor of the project.
The project will be implemented in Nguyen Khe, Xuan Non, Thuy Lam, Lien Ha communes and Dong Anh town, Dong Anh district, Hanoi with a total investment capital of 6.338,478 billion VND, of which the investor’s capital contribution is 1.267,696 billion VND.
The land area of the project is 299.45 hectares, including two phases: phase 1 is 179.1 hectares and phase 2 is 120.35 hectares. This does not include the land area of investors and existing businesses that rent land from the State in accordance with the law, which is appropriate to the planning of urban areas N6 and planning of Dong Anh Industrial Park when leasing land back to investors.
The project will operate for 50 years from the date the project is approved for investment and at the same time as investors are approved.

In the above-mentioned decision, the Deputy Prime Minister requested the Ministry of Planning and Investment to take responsibility for the contents assigned to appraise the investment policy of the project and to implement state management of industrial parks in accordance with the provisions of the Law on Investment and related laws.
Related ministries and agencies are responsible for appraising the investment policy content of their functions and tasks in accordance with the provisions of the Law on Investment and related laws.
Hanoi People’s Committee ensures the accuracy of information, report data, the contents of appraisal in accordance with the law; the compatibility of the project with the approved planning and takes responsibility for the approved, appraised, approved or resolved contents; absorbs opinions from ministries and departments.
Inspect, supervise, ensure that the project is implemented in accordance with the approved planning position of Dong Anh Industrial Park. Do not transfer the remaining area of Dong Anh Industrial Park development planning that has been approved by the Prime Minister for other purposes without the competent authority’s approval in accordance with the provisions of the law on industrial park management and relevant regulations.
Organize the formulation and approval of the zoning plan for the construction of Dong Anh Industrial Park in accordance with the Construction Law and laws on industrial parks and economic zones; consider the arrangement of industrial land fund in Dong Anh Industrial Park for small and medium-sized enterprises, priority enterprises, support business premises for lease.
Inspect, determine whether the investor meets the conditions for renting land from the State, allowing the conversion of land use purposes to implement the project at the time of leasing, allowing the conversion of land use purposes.
Organize the construction and implementation of land recovery plans, compensation, land clearance, conversion of land use purposes, land leasing in accordance with the sequence, procedures and regulations of land law and related documents; comply with planning, land use plans under its management, conforming to the planning, land use plans under competent authorities’ approval requirements in accordance with the law on management of industrial parks and other relevant regulations.
Only implement the project after meeting the conditions
Hanoi People’s Committee also directs the Management Board of industrial parks and export processing zones of Hanoi and relevant agencies to monitor, evaluate the project implementation, including providing sufficient capital and on time as committed by investors to implement the project according to the provisions of land law and related regulations; guide investors to comply with the conditions for real estate business according to the provisions of real estate business law.
Guide, inspect, supervise investors to implement the approved zoning plan for Dong Anh Industrial Park, noting that investment and attracting investment in Dong Anh Industrial Park must ensure compliance with the new development orientation of the Capital and the development orientation of industries in the Red River Delta region as stipulated in point b, clause 1, Article 3 of Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly on the national master plan for the period 2021 – 2030, vision to 2050; comply with regulations, standards for drainage systems, wastewater treatment according to the provisions of the law…
Vinaconex (investor) is responsible for complying with the law on the legality, accuracy, and honesty of the project dossier contents and documents sent to competent state agencies.
Ensure sufficient capital ownership according to commitments to implement the project in accordance with the schedule and comply with the provisions of land law; fully meet the conditions according to the provisions of Clause 2, Article 4 of Decree No. 02/2022/NĐ-CP dated January 6, 2022 of the Government detailing the implementation of some articles of the Business Law on implementation of investment activities in industrial infrastructure.
