Under the new draft decree, the Ministry of Transport sets the maximum fares for domestic passenger transportation services; at the same time, it specifies the specific fares for aviation services, including: Take-off and landing services, flight operation to and from airports; passenger service at airports; aviation security assurance; flight operation through the airspace notified by Vietnam for management.

The Ministry of Transport also specifies the price framework for services such as: Aircraft parking rental; passenger check-in counter rental; baggage conveyor rental; boarding and disembarking bridge rental; full ground commercial technical service at airports; automatic baggage classification; aviation fuel supply; franchising of air services at airports…
For non-aviation services, the Ministry of Transport specifies the price framework for services such as: Airport and basic essential services rental at airports.
According to the provisions of the draft decree, organizations and individuals conducting services that are priced by the Ministry of Transport must prepare a pricing plan as requested by the competent state agency and be responsible for the pricing plan they prepare. The Civil Aviation Authority of Vietnam will assess these plans.
In addition, the new draft also supplements regulations on price declaration, including: Basic essential services at airports and domestic passenger transportation services. Then, the receiving agencies such as airport authorities, the Civil Aviation Authority of Vietnam will update the declared price information into the national price database.
The implementation information shall be publicized through posting on the electronic information page (if any) of the agency, organization, individual or other appropriate forms. The amendment of Decree 35/2015 is necessary to adjust many provisions to comply with the regulations in the Price Law 2023.
