In August 2022, the People’s Committee of Ho Chi Minh City (HCMC) decided to transfer the state-owned housing fund within the city (except for the HCMC Housing Business Management Company) to the Housing Management and Construction Appraisal Center (under the Department of Construction) for management and operation.

According to the HCMC Department of Construction, the center has received 9,967 out of 10,328 apartments, while 365 units have not been received and 296 units are not eligible for reception. These apartments are allocated by the People’s Committees of districts, districts, and Thu Duc City for resettled households.

HCMC prepares to auction nearly 4,000 resettlement apartments

The Housing Management and Construction Appraisal Center has also received 2,333 resettlement plots of land according to the instructions of the HCMC People’s Committee. So far, the unit has received 1,216 plots, with 685 plots yet to be received and 432 plots not eligible for reception.

Regarding the housing fund for resettlement, the Department of Natural Resources and Environment believes that for old apartment buildings, the Department of Construction should advise the HCMC People’s Committee to expedite the procedures to ensure the resettlement housing fund is available by April or May to allocate to affected households.

Within the housing and land resettlement fund, HCMC has proposed to auction 4,927 apartments and 40 plots of land. Recently, the Department of Natural Resources and Environment submitted a report to the HCMC People’s Committee on adjusting the timing of the detailed plan for organizing land auctions and 3,790 condominiums in the new urban area of Thu Thiem (Thu Duc City).

Among them, with 3,790 apartments (lots R1, R2, R3, R4, R5 in the 38.4-hectare area, An Khanh ward) belonging to the program of building 12,500 resettlement apartments for residents affected by clearance in the new urban area of Thu Thiem, the preparation of documents for auction should be completed before July 7, and the auction is scheduled to take place before September 26.

The HCMC People’s Committee has instructed the relevant units to advise and propose reports on the conversion of the resettlement housing fund to commercial housing; establish public ownership for shared infrastructure such as corridors, stairways, parks, walkways, and parks, and submit to the HCMC People’s Committee for public ownership rights over public assets for auction.
